Our full report documents the horrific events that happened in Tanzania during the internet blackout in detail. This thread details some of those incidents of violence against civilians by Tanzanian forces.
While the internet was cut, here's what happened:
(1) shootings/targeted killings
(2) excessive force & beatings
(3) police & armed plain-clothes actors operating together
(4) full morgues & mass graves
CIR reviewed 180+ videos showing shootings, beatings and potential mass graves. Exactly what the government didn't want you to see.
Here’s what we found,
One of the main areas was Dar Es Salaam (see the incident maps below)
First ,in Dar es Salaam on Morogoro Road/Omwanda St. On 29 October crowds gathered here: -6.790861, 39.201713. Police truck passes. Minutes later gunshots heard nearby at -6.79080, 39.19898
People hid from gunfire, others fled while being shot at.
In another stretch on Morogoro Rd / Usimulizi St: -6.80471, 39.24829, footage showed at least 6 civilian casualties and 2 with serious wound. Almost all showed head/upper-body trauma consistent with gunfire.
In Dar es Salaam on Tabata Road we saw sustained punitive operations. Footage showed detainees forced to crawl/‘duck walk’, beaten with sticks/batons, and kicked by police & plain-clothes armed individuals.
One incident is chronolocated to 10:00–11:00.
In Arusha on the A104 corridor (-3.36094, 36.68367). Police advance, minutes later people flee and gunshots are heard. One woman is hit while running, family told CNN she was 3 months pregnant. Separate footage shows a headshot victim nearby.
In Tunduma (Songwe), a man runs past police vehicles, two gunshots are heard and then he collapses. Geolocated to Tunduma–Sumbawanga Rd: -9.2918, 32.7612. Shooter isn’t visible but uniformed officers & plain-clothed armed individuals are nearby.
We took a closer look at the groups of plain-clothed individuals who were involved in many of the shootings working in conjunction with the Tanzanian police.
At the same time, a number of mass graves emerged on satellite imagery. In one example, Kondo cemetery, near Dar Es Salaam (-6.645436, 39.193699), showed newly disturbed earth between 2–5 Nov, plus other short-window changes (tree removal, probable funeral canopies).
