Five different vehicles were found sharing the same registration number, representatives of vehicle tracking companies have told Parliament’s Committee on Physical Infrastructure chaired by Mbarara City South MP Mwine Mpaka.

During a session on 15 October 2026, a representative of a tracking firm said a search using smart city cameras and police databases returned five vehicles, including the company’s Toyota Wish, a Mitsubishi Pajero, a taxi and a Toyota Spacio. He clarified that the duplicated plates predated the current digital number plate system.

The witness said the matter was reported to the Director at the Ministry of Works and Transport, who indicated that officials were addressing the problem.

Another speaker recounted receiving a traffic receipt linking his former vehicle to Fort Portal, a place he said it had never visited. He attributed the discrepancy to another vehicle using the same registration number, resulting in fines being linked to the wrong vehicle.

The testimony comes as the committee scrutinises the Intelligent Transport Monitoring System (ITMS), contracted to Russian firm Joint Stock Company Global Security (JSCGS).

Earlier this month, the Attorney General Sam Mayanja declared the 2021 agreement with the contractor null and unenforceable, citing legal concerns. The committee has also raised questions about the project’s cost, implementation and lack of a preliminary feasibility study.

On 15 October, lawmakers directed the Auditor General to begin a preliminary audit of the project and report back to Parliament.
