The Chairperson of the Uganda Human Rights Commission (UHRC), Mariam Wangadya, has criticised President Yoweri Museveni over what she described as the appointment of unqualified and politically failed individuals to the Commission. She argued that the appointments have weakened the institution's ability to effectively protect and promote human rights.
Speaking as her current term approaches its end in September 2027, Wangadya said the UHRC has increasingly become a "dumping ground for failed politicians" instead of being staffed by competent individuals capable of executing its constitutional mandate. She said some commissioners contribute little to the Commission's work and instead fuel internal conflicts.
"When I look at the people the President has always appointed to the Commission, it's as though He has turned it into a dumping ground for unpopular and failed politicians." - Wangadya said.
Wangadya urged President Museveni to exercise greater care and respect when making future appointments to the Commission, stressing that the credibility and independence of the UHRC depend on the quality of its leadership.
Her remarks come at a time when the Commission has been under public scrutiny following reports of internal disagreements and governance disputes involving some commissioners and senior officials.
Speaking to the media yesterday, Wangadya also dismissed the recent corruption allegations against her, describing them as a smear campaign aimed at discrediting her leadership. In a video statement, she denied any wrongdoing and maintained that the accusations were intended to tarnish both her reputation and that of the Commission.
The allegations, raised by three UHRC commissioners, accuse Wangadya of diverting UGX 2 billion from the Commission's budget for irregular salary enhancements, misallocating funds meant for foreign travel, and improperly receiving National Social Security Fund (NSSF) benefits. Wangadya rejected all the claims, insisting they are false and lack evidence.
