The UPDF General Court Martial has remanded Maj Gen James Birungi, the former Chief of Military Intelligence, now known as Defence Intelligence and Security (DIS), to the Makindye Military Police detention centre until September 24, 2026.
Birungi was remanded on Monday, September 21, by the court chaired by Brig Gen Richard Tukachungura after his sureties failed to appear in court. It is the second time the senior officer has faced a similar setback, having also been remanded in July after failing to present his sureties.
Birungi faces charges of treachery and offences relating to security. The case stems from his arrest in August 2025 during investigations into allegations that fabricated intelligence reports, including claims of terrorist threats, were used to obtain operational funds.
He has denied the allegations and remains presumed innocent unless proven guilty by the court.
Birungi is a senior UPDF officer who has previously served as commander of the Special Forces Command (SFC) and commander of the UPDF Mountain Division, where he oversaw operations against the Allied Democratic Forces (ADF) along Uganda's border with the Democratic Republic of Congo.
In a related case before the same court, two civilians, Benjamin Nsubuga and Benson Asiimwe, were charged with unlawful wearing of a military uniform and illegal possession of a firearm.
The two pleaded guilty and were each sentenced to two years in prison. Nsubuga will serve his sentence at Kitalya Prison, while Asiimwe was sentenced to Gulu Prison.
