Unless government urgently finds Shs2.6 billion needed to rent office accommodation, at least 120 MPs are likely to operate in the corridors when a new Parliament opens next month.
Sources close to the Parliamentary Commission told Daily Monitor yesterday that the analysis of the available space for office accommodation at the Parliament Building and Development House revealed what they called “an impending crisis of offices” when the new parliament starts on May 18.
For instance, out of about 458 MPs expected in the 10th Parliament, 120 of the MPs will not have offices and others will have to share offices in what Mr Okello Obabaru, the Deputy Clerk, called “Banking set up with workstations”.
However, Mr Wilfred Niwagaba (Ndorwa East) and other senior members on the Committee of Legal and Parliamentary Affairs in the House, complained that such a fall-back decision will not only compromise members’ privacy, it will also make members uncomfortable.
Although Parliament took over Development House last year and added a sixth floor to Parliament Building where the Speaker sits, the office space for MPs is still inadequate because of an expanded Parliament.
“The problem is coming. We have worked out a locally generated figure of 72 additional MPs expected in the 10th Parliament,” Mr Obabaru told MPs on Legal and Parliamentary Affairs Committee while presenting the Commission budget recently. “We are going to have a problem for MPs and staffs because even with Development House, MPs are still sharing office accommodation.”
Daily Monitor understands that the authorities in Parliament are currently looking for office space for rent on Parliament Avenue as they lobby the Budget Committee and Finance ministry to approve the Shs2.6b needed for rent. Parliament last year vacated Bauman House next to Parliament Building and took over Development House. This building, formerly occupied by Ministry of Education, was given to Parliament in a swap deal with President’s Office.
Although the money is not in the Budget, the Parliamentary Commission chaired by Speaker Rebecca Kadaga has worked out a budget of $668,039 (about Shs2.2b), translating into $5733.6 (about Shs20m) per month.
New districts to take effect in July
Ahead of the 2016 general elections, Local Government minister Adolf Mwesigye moved a motion for the creation of 43 new counties and 11 new municipalities. Parliament also created 22 new districts. The first batch of districts (Kagadi, Kakumiro, Omoro and Rubanda) will, however, take effect from July 1 this year. Next year July 1, Namisindwa, Pakwach, Butebo, Rukiga, Kyotera and Bunyangabu will come on board.
On July 1, 2018, Nabilatuk, Bugweri, Kasanda, Kwania, Kapelebyong, and Kikuube and In July 2019, Obongi, Kazo, Rwampara, Kitagwenda, Madi-Okollo, and Karenga. Each of these new districts will be represented by a Woman MP. This means there will be by-elections every July until 2019 and the number of MPs in the 10th Parliament will increase since Parliament’s five-year term stretches to 2021.
On account of the increased number of MPs, authorities plan to commence the construction of a new chamber, Hall of Honour and modify the existing chamber, constructed by the British government
