How is that a shock to Nairobi, when will this so called "giant" wake up and stop using Kenya as its yard stick. Tanzania shares a common boundary with Congo, so an office in Lubumbashi should have been done long time ago without waiting for Nairobi.
 
Well being of "shock" or not to Nairobi is subjective. Nevertheless I do agree with you on your last sentence. I was baffled to read the following on that same article " The opening of the office follows a similar move by TPA's rival KPA which launched a representative office in Kigali last year, also targeting Burundi and the DRC."

And this on top of Dar being "best ranked port"! (refer to same article)
Well we are thankful, may our neighbors continue to keep us on our toes as self initiated decisions and actions seem alien and abstract endeavors to our CCM leaders!

Ok, lets meet down there and compete though you have advantage of boundary, nevertheless, we will put up a fight. Cargo volumes to the DR Congo grew from 355,000 tonnes in 2011 to about 480,000 tonnes in 2012. I don't have current data, so this is one market we should elbow each other greedily. Burundi is also another battle ground, volume of transit cargo from the port of Mombasa to Burundi has increased by 84 per cent in the last two years. Completion of the Taveta-Tanzania Road will reduce the distance of goods from Mombasa to Burundi by 416 km. We are also launching training programme for qualified Burundians to undertake relevant courses at the Bandari College.
Completion of Standard gauge railway will see a lot of progress. We are also targeting northern Tanzania, currently, Tanzania-bound imports account for almost 8 per cent of total transit traffic using our port. Your prime minister came and blessed our launch of a software that will ease operations related to transit.
