MDHIBITI na Mkaguzi Mkuu wa Hesabu za Serikali (Cag), Ludovick Utouh amesema kuwa upo uwezekano wa Shirika la Umeme Tanzania (Tanesco) kufilisika baada ya kubaini kuwa kila mwaka linakabiliwa na upotevu wa Sh 100 bilioni.



Alisema fedha hizo zinapotea wakati wa kusambaza nishati hiyo kutoka kwenye vyanzo vyake hadi kwa watumiaji.



Utouh alieleza kwenye ripoti yake, ambayo gazeti hili lina nakala yake amebaini shirika hilo limepata hasara ya Sh Sh48 bilioni mwaka uliopita kutokana na ununuzi wa umeme kutoka katika kampuni binafsi, ikiwemo IPTL kufuatia mgawo mkubwa uliojitokeza Septemba na Oktoba, mwaka jana.




Ripoti hiyo ya Cag iliyowasilishwa Aprili 6, mwaka huu katika kikao baina ya watendaji wakuu wa Tanesco na Kamati ya Kudumu ya Bunge ya Hesabu za Masharika ya Umma (Poac) kilichofanyika katika ofisi ndogo za Bunge jijini Dar es Salaam.



Kutokana na hali hiyo, Poac iliiagiza Tanesco kuhakikisha inafanya jitihada za kujinasua katika hali hiyo.

Akizungumza jana na Mwananchi mwenyekiti wa Poac, Zitto Kabwe alisema pamoja na mambo mengine kamati yake imeitaka Tanesco ifanye kila liwezakanalo ili iondokane na matatizo iliyo nayo.




"Kamati yangu imeiagiza Tanesco kuhakikisha inafanya jitihada za kujinasua kutoka katika kupata hasara na itengeneze faida na si vinginevyo.

Zitto ambaye ni mbunge wa Kigoma Kaskazini alifafanua kwamba Tanesco inapata hasara ya zaidi ya Sh100 bilioni kutokana na kupoteza asilimia 23 ya umeme wakati wa hatua ya kuusambaza kutoka katika mitambo yake ya uzalishaji hadi kwa watumiaji.



Katika kutaka kuelezea ukubwa wa tatizo hilo, Zitto alisema "hali ya upotevu wa umeme kwa asilimia 23 ni sawa na mtambo wa kidato unaozalisha umeme wa megawati 50 kuzalisha umeme na kisha ukapotea bure yaani bila ya kutumika."




Hata hivyo, Zitto alisema ni asilimia 77 tu ya umeme ndiyo inayowafikia wateja.

Zitto alisema kwa kufuata utaratibu unaotakiwa Tanesco ilitakiwa kuwa na umeme wa ziada kwa asilimia 20 ambao ungesaidia kupunguza na hata kudhibiti mgawo wa umeme.

"Kwa sasa umeme wa Tanesco haukidhi mahitaji nchini kutokana na kwamba umeme unaozalishwa na mitambo ya shirika hilo, asilimia 77 unatumia wote huku asilimia 23 hupotea wakati unaposambazwa," alisema



Naye Mwenyekiti wa Shirikisho la Wenye Viwanda nchini (CTI), Sam Nyantahe alisema jana kuwa shirikisho lake limeanza kuwashawishi watu pamoja na kampuni binafsi ili wawekeza katika uzalishaji wa umeme.

Alisema CTI imefikia hatua hiyo kutokana na kuhitaji umeme wa uhakika na wenye kikidhi tija.



Mwenyekiti huyo alisema kwa sasa hapa nchini kuna viwanda ambavyo vinatumia kati ya megawati 11 na 12 za umeme, hivyo imeongeza mahitaji ya nishati hiyo.

Mgawo wa Septemba na Oktoba mwaka jana ulisababisha Rais Jakaya Kikwete kuingilia kati na kuagiza mitambo kumi ya kufua umeme wa megawati 100 ya IPTL kuwashwa.

Bila kuondoa huu ukiritimba kwenye sekta ya nishati ya umeme, mamilioni ya Watanzania ambao hawajafikiwa na nishati hii vijijini wataendelea kuiota tu. Ushindani ktk sekta ndio utawaamsha hawa mabwana na kumpunguzia mlaji mzigo wa gharama alizokwishabeba kwa kipindi chote hiki.

Jamani ATCL imefilisika pamoja na kupewa mamilioni ya wazalendo , Tanesco nayo ndiyo hiyo. Hivi mimi najiuliza kwa nini kila kitu tunashindwa kukisimamia ? Kuna mashirika mengi tuu ya serikali ndani Afrika yanafanya vizuri , mfano ni Ethiopian Airways. Nilisoma kwenye gazeti moja hawa jamaa wame-order Dreamliners (Boeing 787) 10 toka Boeing . Beleagured Tanesco and a nation`s wishful thinking

Jambo, part of this was penned by candlelight, as the power has been surge/flicker/surge/flicker OFF for some time. Guaranteed electricity will be one of the many simple pleasures to enjoy when I leave for London this week.
Though in the Tanzanian context, maybe simple isn’t the appropriate word for this erratically supplied commodity, as when everything is factored in, it becomes a very complex product indeed.

Not surprisingly, the Confederation of Tanzania Industries recently said the unreliable power supply was eroding the country’s ability to compete, and gravely affecting production, a statement that prompted Minister Ngeleja to pledge a reliable supply by 20l2, but I don’t believe it!

There’s hardly been a time when Tanesco wasn’t in the news, and the word that usually comes to mind in connection with this public utility is beleagured, and the issue of poor performance affecting business competition, is of long standing.
In 2000, a Norwegian investor Arne Tvedt, whose company owned a 4l per cent stake in Tanzania Portland Cement Company, decried the price of electricity here, saying local goods would never be competitive because of it.

In the decade since then, various public figures have mouthed platitudes about the nation entering the millennium as a global player etc., but without efficient affordable power, elemental for development, this appears wishful thinking.
However, with all its multiple failings, Tanesco has also been a victim of the ‘raiding the store’ syndrome, whilst expecting the shop keeper to continue trading.

In mid 2008, the Zanzibar government objected to Tanesco threats of power disconnection, if they didn’t settle debts of 22bn/-, which they denied owing, saying they were ‘pardoned’ during Mkapa’s term of office.

Five years earlier in January 2003, Steve van Staden from Net Group Solutions, the South African group then managing the company, said if they didn’t collect 80bn/- in arrears from various customers, and l8bn/- from Zanzibar, they’d need to hike tariffs, to finance rehabilitation of the system. Fortunately, a debt collection exercise proved successful, and the public learnt that some prime defaulters had been the police, the army and the State House.

How can any commercial enterprise operate when so much of its working capital is tied up in unpaid bills, a chain of debilitating debts, with each link adding to the accumulative economic malfunction?

I don’t know what government institutions currently owe the nations power utility, but I’m sure, much of it might have accrued through wastage, not usage.

The profligate squandering of this commodity on the mainland, is bad enough, especially in government buildings, but it’s even worse in Zanzibar, with some islanders, as I’ve often written, almost believing electricity is free, as in a ‘gift from god’. But after their marathon three month blackout recently, will they now wisely utilise their ‘godly zawadi’. …probably not.

Tanescos tariffs have long been contentious, and some time ago, I published some of my Luku receipts, which showed most of the cost, didn’t go towards units of electricity, and jokingly asked…”what do you do with the rest of my money Idris?

There might be a clue in an audit committee finding last December, that outgoing Tanesco boss Idris Rashidi, authorised a spending spree on luxury cars and swimming pools for top manager’s houses. Shockingly, this was whilst the bankrupt utility struggled to pay its bills.

It’s all a far cry, from the time when the World Bank once lauded Tanesco, as a well performing public utility.
A recent article chronicling the chequered history of the company in This Day newspaper likens it to a Greek tragedy drama, recounting the scandals, corruption, theft from within, and manipulative plotting from a multitude of players outside. They write, “if this all sounds incredibly confusing and convoluted, that’s because it is”……as I said, electricity and Tanzania…definitely not simple!

Well, if there’s no quick solutions to power shortages, there is to water ones.
A simple cheap aid to development, and consequently totally ignored by government, are water butts to catch the rain. Sensible PM Pinda, said last month, that municipal councils should include ways in construction plans, to harvest rainwater, and boost water supply, especially in schools.

I’ve long tried to promote this, as it’s offensive seeing gallons of clean water gushing away during a deluge, only to be later collected for use from sewage ridden pools etc., There was supposed to be a CCM election manifesto stipulating houses shouldn’t be erected in the city, without provision to harvest water for domestic use… amazing common sense for politicians….or was it just suitable sounding rhetoric to motivate voters into believing the party cared about such things, the trivial minutiae of daily life, which translates into an improved one all round.

Apparently not, as in 2001, former RC Yusuf Makamba, during Water Week celebrations, told municipal directors, who’d failed to address water problems, “Read the CCM manifesto, and do the job”.

…. but a decade later, water harvesting is non existent…unless of course it became a ‘donor darling’ then Oh boy, how the bureaucrats would take notice, and enterprising ‘tapelis’ trip over themselves to register their NGOs! ……anyway, time to close, don’t forget me…it would be nice to return to regular

Tunazalisha umeme wa nguvu ya maji usiotosha wakati mito bado ipo mingi, tunanunua umeme unaozalishwa kwa gas yetu ya asili kwa bei ya juu kuliko ya kuuzia, hii yote inatokana kuwategema wasomi waliokariri vyuoni bila ya kuwa na akili ya kuzaliwa.

Tumeruhusu watu wengi wa aina hiyo kutuongoza katika ngazi za maamuzi kutoka chini hadi juu. Hatuhitaji elimu kubwa sana kujua mikataba ya SONGAS, IPTL, RICHMOND/DOWANS etc ni hasara tupu.

Miaka ya sabini Nyerere bila wasomi alikataa wageni kuchukua 60% ya gas yetu na akafunga mradi, mwaka 2000 Mkapa na wasomi wake akakubali wageni wakachukua 76%!

Tuna macho lakini hatuoni, tuna masikio lakini hatusikii,......LAANA GANI HII?
