JUST IN: Richard Lumu has withdrawn his Administration of Parliament (Amendment) Bill, 2024, citing dissatisfaction with changes made to the proposed legislation-particularly provisions regarding the selection of the Leader of the Opposition.
Lumu says the committee report excluded several issues that had originally been agreed upon and introduced new provisions he does not support. Among his concerns is a clause that could allow the entire House, including the ruling party, to vote for the Leader of the Opposition, which he strongly opposed.
According to Lumu, his proposal had intended that only opposition Members of Parliament participate in electing the Leader of the Opposition. He also expresses concern that the bill appeared on Parliament’s order paper without his consent.
Reacting to the development, the Leader of the Opposition Joel Ssenyonyi says it is positive that the sponsor of the bill has reconsidered it.
“It’s good in life when we realise that something has failed. Every party rejected the bill, and it’s good that our colleague has come to the realization that it wouldn’t work out,” Ssenyonyi says.
The bill had sparked debate within Parliament, particularly over proposals to change the process of selecting and supervising the Leader of the Opposition.
