Standard Gauge Railway (SGR) being constructed by the Chinese will be upgraded to an electric railroad once the power supply becomes dependable.

Transport Cabinet Secretary James Macharia said on Wednesday that the electric addition will cost 15 per cent of the money already spent on the construction of the 472km line between Mombasa and Nairobi.

"We didn't want to construct an electric line yet we don't have a dependable source of electricity. So we had to construct a diesel locomotive line with a provision of upgrading it," he told journalists on a tour of the SGR construction yard near the Port of Mombasa.

Mr Macharia argued the electric option could not be built at first because there had to be assurances on regular power supply.

"We hope to upgrade in about three to four years," he said.

The current length of SGR cost approximately Sh328 billion with financing from the China Exim Bank.

But critics have often juxtaposed this with the Ethiopian electric line which cost about Sh100 billion less yet Kenya's rail wagons will be powered by diesel.

Mr Macharia said the design of the railway allows for an addition of a single electric line and will not require an overhaul.

Contractor, China Road and Bridge is expected to complete the first phase of it with subsequent launch of the transport services by June 1.

But the decision to construct this line has come with criticism.

Some economists argue there will be little trickle-down effect and few benefits to ordinary Kenyans.

On Thursday, Mr Macharia said the benefits are already reaching Kenyans.

"We will not wait to complete it. If you fly along the SGR, you will see the benefits. Some factories are coming up...some shopping centres are expanding,” he argued.

But with Sh328 billion going on the line alone, Kenya has also had to spend another Sh5 billion to expand roads linking the Port to the railway and the airport in Mombasa.

Two billion from these went to compensate shop owners in Mombasa who had to make way.

The government expects the SGR to transport 22 million tones of cargo a year, 20 million more than the current ordinary rail.

According to the CS, this will put 40 per cent of cargo transported via road on rail, saving maintenance costs for roads.

However, he argued that truck drivers should not be scared of job losses because new road projects to places off the rail will be put up.

It was well thought out after all.With all the power projects going on,this was only a matter of time.We can do with the diesel engines for the 4 years,after all we persevered the other one for a century.

Liganga coal mining starts April

THE much-awaited mining of iron ore and coal at Liganga and Mchuchuma respectively is expected to start next month as the government is currently settling issues with investors regarding investment incentives and power tariffs.


The current negotiations on the two issues have pushed back the planned date for commencement of the mining activities as the government initially set March as the time for beginning of operations at the mines.

During the last Parliamentary session, the government also insisted that it was fast tracking the required procedures to enable the projects to kick off, at a cost of 3bn US dollars (about 6.6/- trillion).

The Permanent Secretary (PS) in the Ministry of Industry, Trade and Investments, Dr Adelhelm Meru, told the ‘Daily News’ that the procedures were now at an advanced stage since investors have released funds to compensate people who will be relocated to pave the way for the projects.

“We are now finalising preparations on discussing the issue of tariffs for power to be produced as well as incentives such as tax reliefs and others for the investors to operate profitably,” Dr Meru said during an interview. He added: “These matters need time to reach an agreement, but probably we will finish the talks this month so that the mining could start next month.

” Regarding compensation, he explained that the people to be evicted will soon get their compensation as the funds are already there; however, he declined to mention the amount investors had availed for this purpose, arguing that the information was not yet for public consumption.

The evaluation on people’s properties for compensation had been completed and the report was endorsed by the government. The two projects are jointly implemented by the National Development Corporation (NDC) and Chinese Company, Sichuan Hongda Group (SHG) Limited, popularly known as Tanzania China International Mineral Resources Limited. The Chinese company had already finished doing feasibility study for the projects.

The study found out that there were reserves of 428 million tonnes of coal at Mchuchuma and 126 million tonnes of iron at Liganga. It was established that the Liganga coal mine has the capacity to produce about three million tones of iron per year that is enough to generate 600MW of electricity.

So far, the company has already secured a licence from the Ministry for coal mining as well as environmental permits for the project to use water from Katewaka, Mchuchuma and Lupali rivers. When the project starts operating, it will employ about 33,000 people and the government will save money used to import coal.

An ambitious $150 million (Sh15 billion) urban passenger train connecting Nairobi suburbs to the city centre is set to be launched by June.

The project, co-financed by Kenya and Hungary, will ease traffic congestion in the city besides transferring technology to Kenyans.

President Uhuru Kenyatta welcomed the city tram project on Friday saying " development-conscious Kenyan would oppose such a programme".

He spoke on Friday during talks with Hungary Ambassador to Kenya Eduard Laszlo Mathe, who had paid him a courtesy call at State House, Nairobi.

The President said phase one of the project will connect the Standard Gauge Railway end point in Nairobi to the railway station in the city centre.

Other branches will connect the suburbs with the station. The proposed branches of the train project will include Thika Road, Ngong Road, Ongata Rongai and Limuru Road, all connecting to the city centre

The President directed the Transport ministry to ensure the project is completed on schedule.


He explained that Hungarian engineers will train their Kenyan counterparts to make materials and transfer the skills to manage the project.

The Hungarian ambassador said the proposed tram service will transform the way people in the capital city get to work.

“It is expected to transport about 300,000 passengers a day and even more when all the branches are fully operational,” he said.

“In line with Hungary’s new foreign policy for Africa to reinforce economic relations, we will train and equip Kenyans with skills to develop the project and own it. This project will be made in Kenya,."

The envoy disclosed that his country has implemented a similar project in Addis Ababa, Ethiopia.

On education, the ambassador pointed out that his country will provide Kenya with 50 postgraduate scholarships.

Prove me wrong by naming/mentioning to me one FDI project NOT a loan funded project that worthy $3 bln! I bet all the projects in Kenya FDI don't even reach a $ bln mark.

Whats the argument really about....who cares whether its FDI or Loans??! As long as its a project that will have positive economic impact.

exactly!! these tanzanians are very funny...thats why their projects are always stalled before they get anywhere..look at bagamoyo port..while our Lamu port's land reclamation is complete and is now n a path to building first 3 berths by 2021...
