Questioning the MO Ibrahim Award

Just wondering the whereabouts of this award, I can only recall Joachim Chisano and Festos Moghae who emerged winners, thereafter we have been told that no one had ever deserved

1. Is it true?
2. what has gone wrong?
3. Does it mean that our leaders don't care (pretend) about it?
4. Is it that MO was looking for fame?
5. has MO gone bankrupt?
6. Is it over?

the guy was looking for cheap publicity but now he has realised it was not a right investment he has pulled out and decided to keep his money..... times are hard!!!
