Pulkol: Museveni regime now bread-based

Former External Security Organisation director General David Pulkol says President Yoweri Museveni now runs on “matters of the stomach”.

Pulkol who was speaking on the likely cabinet yet to be named, accused the president of naming ministers basing on their loyalty to him other than performance.

According to Pulkol, President Museveni ought to name ministers based on their ability to deliver.

There are so many pressures,” he said.

He said in Uganda, it unlikely to get an agile, small Cabinet.

“It is likely to be more of the same.”

According to Pulkol, the regime is no longer broad-based, “it is bread-based”.

Appearing on NBS TV, however, State Minister of Health for General Duties Chris Baryomunsi, a leaner Cabinet will not reduce the cost.

“The role of a Cabinet is to support the president but also to supervise government activities. Cabinet is living up to that role,” he argued.

Baryomunsi also explained that the old Cabinet has never been dissolved.

“We are still working until a new team is named.”

He said after the inauguration, the President signed an instrument allowing ministers to continue working until a new Cabinet is named.
