Parliament has approved a government move to accommodate 39 additional ministers appointed by President Yoweri Museveni for the 2026–2031 Cabinet term, effectively expanding the size of the Executive beyond the constitutional limit through parliamentary approval.

The motion was tabled by Prime Minister and Leader of Government Business Robinah Nabbanja, who sought Parliament’s approval to increase the number of ministers serving in the new administration.

The approval raises the number of Cabinet Ministers from 21 to 30, while the number of State Ministers has increased from 21 to 51, significantly expanding the overall composition of government.

Under Uganda’s Constitution, the number of ministers is capped at 42 unless Parliament approves an increase. The latest approval therefore grants legal backing to President Museveni’s enlarged Cabinet structure for the new term.

The development is expected to reignite debate over the size and cost of Uganda’s Executive, particularly at a time when concerns over public expenditure, government efficiency, and recurrent administrative costs continue to dominate public discourse.

Government has previously defended the appointment of additional ministers as necessary for effective service delivery, regional representation, and administrative coordination across sectors. Critics, however, have often argued that the expanding size of Cabinet places an increasing financial burden on taxpayers and risks creating overlapping government roles.
