The United States Government, represented by the U.S. Agency for International Development (USAID), is seeking offers/applications from qualified persons to provide personal services under contract as described in this solicitation.

This position is located in USAID/Tanzania’s Economic Growth Office.

Position Title: Project Management Specialist (Climate Change)
Market Value: TShs. 93,571,469 to TShs. 145,035,778 equivalents to FSN- 11. In accordance with AIDAR Appendix J and the Local Compensation Plan of USAID/Tanzania. Final compensation will be negotiated within the listed market value.
Period of Performance: The base period will be on/about April 07, 2024 to on/about April 05, 2025, and is estimated to start on April 07, 2024.

Based on Agency need, the Contracting Officer may exercise an additional option period(s) for four one-year periods for the date(s) estimated as follows:

Statement of Duties
General Statement of Purpose of the Contract


The job holder is a Senior Foreign Service National (FSN) and the Mission’s in-house Climate Change expert who serves as a technical specialist within the USAID/Tanzania Economic Growth Office (EG). The job holder will work closely with the Natural Resource Management (NRM) Team. In this capacity, the job holder manages projects and activities in support of NRM in Tanzania and is responsible for overseeing the implementation of some of USAID/Tanzania’s NRM portfolio and providing direction for other climate change and NRM-related programs. The job holder provides a full range of expert climate change, environment, and NRM-related advice and analytical and technical support to the EG Office; supports program priorities that strengthen gender equity; and liaises with other Mission programs to identify synergies in programs. The Specialist develops internal Mission documentation supporting project planning and implementation, such as Action Memoranda, Operational Plan, Performance Reports, and others. The Specialist also monitors, manages, and ensures that deliverables are received from project contractors. The Specialist reports to the NRM Team Leader.

Statement of Duties to be Performed
  • Provides advisory services on Climate Change and Gender (40% of time)
  • Provides strategic, technical and organizational leadership and input on the design, implementation, monitoring and evaluation of Climate Change and Gender program activities. Serves as a key advisor in managing and implementing mission Climate Change and Gender interventions, working closely with host country officials and project consultants.
  • Plays a lead role in engaging with corporations and philanthropic organizations to build public/private alliances to leverage private funding for Climate Change activities in Tanzania.
  • Produces briefing papers, and semi-annual and annual reports on program status, accomplishments, and implementation issues. Oversees monitoring and evaluation of programs.
  • Ensures effective coordination and integration with other USAID-funded activities, especially those working in the same geographic areas and in the environment sector.
  • Serves as an Agreement/Contracting Officer Representative (AOR/COR) and/or Activity Manager for assigned contracts, cooperative agreements, and/or grants, (40% of time)
  • Provides expert technical advice and direction to contractors’ staff; keeps the Team, Mission management, and the Agreement/Contracting Officer informed on progress of work .
  • Ensures that activities achieve their intended results. Monitors technical and financial adequacy and acceptability of delivered goods and services under approved activities through field inspections, reviewing contractor reports, and meetings with project personnel and contractor representatives.
  • Provides technical assistance to the Agreement/Contracting Officer in responding to the proposed changes in the Scope/s of Work for assigned Climate Change activities, the validity of claims and the reasonableness of contract/agreement time extensions. Receives and inspects completed services upon delivery, verifies that they meet the acceptance standards and delivery schedules, as specified in the contract.
  • Reviews implementing partners’ work plans and financial and technical reports, evaluates the implementing partners’ performance, and prepares written and oral reports for Mission management, USAID/Washington, and the U.S. Congress.
  • Submits status, analytical, and other reports, concept papers, and memoranda to the Mission management regarding progress and performance, problems and corrective actions, and general oversight. Reports shall be of sufficient scope so as to be useful to USAID/Tanzania in fully monitoring the progress of contract/grant administration and reviewing contractor performance. Where deficiencies are noted, recommends corrective action.
  • Performs other responsibilities including but not limited to: drafting project implementation letters, preparing action memoranda and reports, estimating expenditures, reviewing payment vouchers, responding to audits, assessing claims, and performing other related activities.
  • Act as a primary Climate Change expert with USAID leadership and other partners (20% of time)
  • Participates in Development Partners Group meetings for Environment and Climate Change, as appropriate.
  • Maintains collaborative, professional relationships with mid- and senior-level Government of Tanzania central and local level officials, major financial donors, corporate philanthropic foundations, international organizations, and leading education research institutions to ensure effective coordination of USAID activities related to Climate Change.
  • Briefs USAID leadership on project implementation, overall status of Climate Change in Tanzania, and related development activities.
  • Assists programming and negotiating with Government of Tanzania (GOT) on project design, implementation and evaluation, ensuring that GOT officials are apprised of program progress.
  • Attends national, regional, and global events related to Climate Change as requested.
  • Supervisory Relationship: Reports to the NRM Team Leader. Daily supervision should be moderate and routine work should be performed independently with minimal instructions. Employee should be able to identify and solve problems as they arise. The NRM Team Leader will review and approve the Project Specialist’s work plan and performance measures. Supervision will be generally confined to weekly staff meetings and informal daily and/or weekly consultations.
  • Supervisory Controls: Continuing supervision of other Economic Growth Office and/or Mission staff is not contemplated.
  • Physical Demands: The work requested does not involve undue physical demands.
Minimum Qualifications Required for This Position

Education:
Bachelor’s degree in natural resources management, forestry, wildlife management, ecology, climate change, environmental science or other related area of studies.

Prior Work Experience: Minimum of five years of progressively responsible professional-level experience in an area (s) related to strategy and policy development, program design and management, especially in environmental compliance, climate change related field and natural resource management, which includes coordination experiences.

Language Proficiency: Level IV (fluent) oral, reading, and written proficiency in both English and Kiswahili is required.

Job Knowledge: Must have a thorough professional knowledge of Climate Change and natural resource management programs, policies and trends in Tanzania. Must have a thorough knowledge of sound local and international best practices in climate change and natural resource management development. Knowledge of gender equity social inclusion (GESI) analysis required. Knowledge of project development, design, management, performance monitoring, and reporting is required. Must have a good knowledge of host-country contacts (official and non-governmental) in the areas of climate change and natural resource management.

Skills and Abilities:

Demonstrated ability to establish and maintain positive relations with senior Government of Tanzania central, regional and district officials from a range of Ministries, donors, private sector, and NGOs involved in similar development activities in order to obtain required information to conduct high quality analysis of complex issues.

Proven, demonstrated problem solving skills and ability to work calmly, tactfully and effectively under tight deadlines and heavy workload within agreed upon parameters with minimal supervision or guidance and while exercising sound judgment is required.

Strong analytical skills are required. Ability to conceptualize and present information in the most effective, easy-to-understand manner.

Must have proven ability to communicate quickly, clearly and concisely – both orally and in writing - in English. Strong written and verbal communication skills are required to resolve budget, activity implementation, and administrative issues with implementing partners and team members.

Ability to work both independently and in a team environment is required.

Excellent computer skills (MS Word, Excel, Power Point, and other relevant software) are required to analyze, monitor, and present information, including constructing comprehensive and easy-to-follow budget tables.

Evaluation and Selection Factors

The Government may award a contract without discussions with offerors in accordance with FAR 52.215-1. The CO reserves the right at any point in the evaluation process to establish a competitive range of offerors with whom negotiations will be conducted pursuant to FAR 15.306(c). In accordance with FAR 52.215-1, if the CO determines that the number of offers that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the CO may limit the number of offerors in the competitive range to the greatest number that will permit an efficient competition among the most highly rated offers. To meet the basic eligibility requirements for this position the offeror must:

  • Be a Tanzanian citizen;
  • Submit a complete application (Offer) as outlined in the section IV;
  • Be eligible to attain a security certificate for Facility Access;
  • Be cleared medically to work in Tanzania;

After the closing date for receipt of applications, those that meet the minimum qualification requirements (Education and Experience) will be invited to take an English proficiency test. Applicants who achieve Level IV (operational) proficiency will be referred to a Technical Evaluation Committee (TEC). Applications from candidates who do not meet the minimum requirements will not be considered.

The TEC will review and score the applications to create a list of applicants to advance to the written and in-person phase of the interview process. Short-listed candidates will be evaluated based on information presented in the application, writing exercise, and interview and obtained through reference checks. An applicant’s references must be able to provide substantive information about past performance and abilities.

Basis of Rating

Applicants are rated as outlined below. Reference checks will be conducted and are rated as pass or fail.

  • The application will be scored based on information provided outlining the quality of experience supporting the statement of duties as outlined in this solicitation (See Section II. a. education, b. work experience, d. Job knowledge, e. Skills and Abilities).
  • Writing Test 30 points
  • Applicants will be provided a task to evaluate their knowledge and experience. The task will be scored based on the content.
  • Interview Performance 50 points

Interview questions will be intended to explore the candidate’s:

Total Possible Points: 100 points

The technical evaluation committee may conduct reference checks, including references from individuals who have not been specifically identified by the offeror, and may do so before or after a candidate is interviewed.

Reference Check Pass/Fail

A “Fail” Reference Check would result from confirmation of illegal or unethical activities, or a preponderance of negative feedback from numerous references, e.g., not a single critical comment.
