Police have issued a safe transport checklist for learners travelling home at the end of the second term, urging school administrators and transport operators to comply with safety requirements to protect students during their journeys.

The guidelines require school administrators and transport operators to ensure that all buses used to transport learners meet the necessary legal and safety standards.

According to Uganda Police, buses operating outside their usual authorised routes must first obtain clearance from the Ministry of Works and Transport.

Police noted that public service vehicles (PSVs) are licensed to operate on specific routes and cannot simply deviate from those routes to transport students without the required permission.

“Buses to be used in such circumstances must obtain the necessary permission from the Ministry of Works and Transport where they would be operating outside their usual authorised routes,” police said.

The buses must also have valid inspection reports and comply with all applicable vehicle inspection requirements before being used to transport learners.

Police further warned that school transport journeys must be undertaken only within the permitted travel period, which runs from 6am to 6pm.

Any bus transporting students outside this period will not be allowed to continue with the journey.

“Beyond that, we will not allow any bus transporting students to move. We shall park them till the time that is recommended for them to move,” police said.

The guidelines come amid heightened concerns about the safety of learners and other road users travelling between schools and their homes, particularly during end of term movements when large numbers of students are on the road.

Police have urged schools and transport operators to treat the requirements as mandatory and ensure that learners are transported in vehicles that are properly authorised, inspected and operated within the stipulated hours.
