[TD="class: text, colspan: 2"]Tanzania has held four credible general elections since the reintroduction of multi-party politics in 1992. Citizens and the government are eager to maintain this track record and to further strengthen democratic practice in Tanzania. Looking to the 2015 general election, government has undertaken early and comprehensive preparations for the electoral processes. Since receipt of official requests for UN assistance to the election cycle leading to the 2015 general election from the National Election Commission (NEC) and Zanzibar Electoral Commission (ZEC), a UN Needs Assessment Mission recommended the development of a project in support of the national efforts.
In addition, in 2014 the United Republic of Tanzania will likely conduct a first national referendum on a new constitution. The EMBs and other stakeholders in preparing for these critical events have requested the assistance of UNDP to provide technical support to the preparation and execution of this referendum.
To this end, the Democratic Empowerment Project (DEP) is a four year (2013-2016) UNDP, United Nations (UN) One Fund and other donor-funded project with the overall aim of contributing to Tanzania’s United Nations Development Assistance Plan’s (UNDAP’s ) Outcome 7: i.e. “Key institutions of democracy, (i.e. EMBs, etc.) effectively implement their election and political functions”. UN Women and UNESCO are implementing partners in a One UN Country Team context.

  • Manage the installation, training and implementation plans, comprised of re-tasking of analogue VHF equipment to new district locations and their replacement in vacated districts with digital VHF equipment. Ensure digital VHF integration into the IRRS and the expansion of IRRS workstations in TPF Police station with internet connectivity with the assistance of TPF.
  • Advise on and establish JCCCs in both NEC and ZEC headquarters including client IRRS portals and field incident reporting capability by NEC and ZEC elections staff. Work with TPF and national mobile phone carriers to establish a SMS reporting end point to the IRRS SMS server for the IRRS, police, elections staff and the general public

  • A University degree (Bachelors) related to ICT, logistics, supply-chain management or related field.
Experience:
  • 5 years of practical, direct experience in ICT and assets management.
Language:
  • A good level of written and spoken English is essential;
  • A knowledge of Kiswahili will be an advantage.

  • All necessary planning in relation to the upcoming Tanzania Biometric Voters Registration exercise scheduled for the first quarter of 2015;
  • The design and implementation of the logistics plan for the Commission’s Biometric Voters Registration exercise;
  • The Implementation of the Biometric Voters Registration Operational Plan;
  • The storage and warehouse capacity and plan for the Biometric Voters Registration kits;
  • The Nationwide deployment of Biometric Voters Registration kits;
  • All aspects of asset management related to the Voter Registration, such as voter registration kits, generators, VR stationery kits, headquarters and regional data centres equipment, etc. ;
  • The Monitoring and maintenance of Biometric Voters Registration equipment and generators;
  • The Biometric Voters Registration kits movement and distribution plans;
  • The Biometric Voters Registration kits retrieval and storage plan and facilities;
  • Any other Biometric Voters Registration logistical matters to NEC’s departments of Operations and Logistics;
  • Vehicular fleet management in support of deployment and retrieval of BVR kits.
