Tanzania Automotive Technology Centre (TATC), synonymously known as "Shirika la
Nyumbu", was formally established on 14th December 1985, through a Presidential Order,
made under the Public Corporations Act 1969, as repealed and replaced by the Public
Corporations Act 1992 and amended under the Public Corporations (Amendment) Act 1993.
TATC mission is to develop a reputable capacity for automotive engineering by conducting
research and innovation, technology transfer and quality assurance services. TATC is
wholly owned by the Government of the United Republic of Tanzania through the Treasury
Registrar, with the Ministry of Defense and National Service (MoDNS) as custodian on
behalf of the government.

1.1 CHIEF COMPUTER SERVICES ENGINEER - 1 POST
1.1.1 DUTIES AND RESPONSIBILITIES
 Maintains state of the art hardware and software ensure database is secure and
retrievable by authorized users and implement governing policies.

1.4.1 DUTIES AND RESPONSIBILITIES
To work as trainee engineer under the supervision of a registered Prototype Workshop
Engineers with the Engineers Registration Board (ERB) as a "Professional Engineer"
in order to acquire the experience required for registration with ERB on the following:-
 Reviews design packages of machinery, components of engineering systems
submitted for production.
 Reviews tools requirements for the production process.
 Undertakes safety measures of production personnel, machine tools, material
handling equipment, and other facilities.
 Prepares weekly machine loading and ensure timely completion of work orders.
 Assigns production foremen specific workloads and conducts regular work progress
review to determine the in-process production controls.

The National Examinations Council of Tanzania (NECTA) is a Government Agency which is
under the Ministry of Education and Vocational Training. NECTA was established by the
Parliamentary Act No. 21 of 1973 to undertake the responsibility of examinations objectives
and functions as provided for in the Act. The aim of NECTA is to contribute to national

Chambers, Tanganyika Law Society, law firms and other similar institutions with the
view of interpreting pertinent laws, circulars, directives and policies which will
enhance TIC performance.
 Prepare, process and review all types of legal documentation and be accountable for
proper drafting and interpretation of the same so as to enhance corporate legal
functions of management and the TIC Board of Directors.

 Maintain safe custody of all legal documents and deeds on the property of the Centre
and maintain records of the same in the appropriate registers.
 Vet and recommend for approval all legal documents of the organization that have
legal implication in order to safeguard legal processes of the TIC.
 Draw, review and recommend for execution all major contract(s) and agreement to be
entered between TIC and other parties so as to ensure that they are legally proper
for the benefit of the organization.
 Monitor availability of all legal documents, TIC common seal, Board and management
documents and maintenance safe custody of the same so as to ensure they are
available whenever needed for use.
 Write legal briefs for management and interpret laws, regulations and circulars in
relation to the organization's legal rights and obligations so as to make management
always aware of the relevant legal position.
 Provide in a timely manner, necessary guidance in drafting legally sound personnel
and administration policies as well proposing proper way and means of implementing
them in order to maintain good working relations in the organization.
 Monitor and accurately record minutes of the meetings of the TIC Board of Directors,
Board Committees, Management, Ad hock national and internal committees as well
as Staff meeting and make the minutes available for confirmation in a timely manner
in order to have proper records of the TIC's internal and external transactions.
 Provide timely and accurate legal advice on the investment conflicts and recommend
proper procedure to prevent and resolve such conflicts so as to enhance promotion
of investment by the organization.
 Monitor on continuous basis the implementation of investment legislation and timely
advise on areas that require legislative review.
 Protect interests of the Government through properly drafted contracts that facilitate
enjoyment of incentives by Strategic investors.
 Provide effective secretarial services to committees affiliated to TIC such as the
National Investment Steering Committee (NISC) and the NISC Technical Committee
of experts.

31.1.2 QUALIFICATIONS AND EXPERIENCE
 A holder of LL.M Degree with at least five (5) years working experience in Senior
Management position.
 Must be registered as a legal practitioner
 Excellent communication skills both oral and written in English and Swahili languages.
 Excellent negotiation skills

31.2 TRANSPORT OFFICER – (1POST) RE-ADVERTISED
31.2.1 DUTIES AND RESPONSIBILITIES
 Provide transport and ensure TIC vehicles are properly used according to laid down
regulations,
 Develop vehicle utilization programme and seek approval from Superior and
implement same with a view to ease movements and deliveries as planned and
regulated so as to enhance the performance of the Centre,
 Keep proper inventory of all vehicles while conducting daily check on the same by
profiling database of registry numbers and utility requirement with a view to optimizing
utilization of equipment to enhancing TIC's cost effective utilization of resources,
 Initiate skills gap filling for drivers by recommending relevant training in form of
workshop, seminar with a view to improving performance of the section,
 Utilization of vehicles by instituting proper care through preventing maintenance,
routing maintenance with a view to prolonging working life of the equipment.
 Review vehicle utilization plans Vs implementation in order to note gauge strength
and weakness and recommend to superiors necessary improvements in the existing
systems with a view to enhancing performance of the system,
 Maintain record of vehicle movement to keep track of ill performances such as
accidents and delays causes so as to institute conducive corrective measures to both
driver and equipment.

31.2.2 QUALIFICATIONS AND EXPERIENCE
 Advanced diploma in Transport management from the recognized institutions.
 Minimum of two (2) years professional experience in a recognized reputable private
or public organization.
 A valid driving license class B, C, D, and E.
 Computer literate.
