Try this.....give her a pacifier and see what happens (although I know a two week old baby could be too young for one but it won't hurt to give it a go).
In addition, swaddle her and then rock her.
Also try to make sure that the air in the room is not so dry. If it is, buy a humidifier. It's also good to check the room temperature.
From my experience, there is a lot of trial and error when it comes to new babies because every baby is different.
