Brazil facing serious World Cup hurdles

Brazil needs to improve the pace of upgrades to airports, infrastructure and stadiums before the 2014 World Cup, according to a report from a government watchdog group.

The Brazilian Audit Court criticized officials for missing deadlines, not controlling costs and a lack of transparency in their work.
Calls and e-mails to Brazil's World Cup organizing committee were not returned.
The report, published this week, underscores that 2011 is a key year to start major projects so they can be completed before the World Cup. But it finds widespread problems in most of the 12 host cities.
There are issues with urban transportation improvements in some host cities and doubts whether the crown jewel of Brazilian soccer - Maracana Stadium in Rio - will be ready as scheduled, the report said.
The warning comes just days after soccer great Pele and former FIFA President Joao Havelange expressed concerns about the pace of preparations for soccer's biggest tournament.
Pele said Brazil was facing a ''big risk of being embarrassed'' because of delays in stadium construction and the renovation of the nation's overcrowded and saturated airports.
The report, published Wednesday, said there is a ''very great risk'' of misuse of public funds similar to what occurred in preparations for the 2007 Pan American Games in Rio de Janeiro. The government acknowledged that it made serious mistakes in planning and financing for the Olympic-style event.
While airport renovations in cities are expected to begin this year, the report said problems with bidding processes and environmental licensing may cause delays in upgrading Brazil's woeful airport infrastructure.
That's already the case with the Viracopos airport in Campinas, near Sao Paulo. Upgrade work there is behind schedule because of difficulties getting the necessary environmental licenses.
Work at the Salvador airport in northeastern Brazil is stalled by delays in the bidding process.
Faltering airport infrastructure and lack of capacity is one of the main concerns ahead of the World Cup and the 2016 Olympics in Rio.
Even without those major events, the booming Brazilian economy is rapidly increasing the number of passengers the airports serve as a growing middle class more frequently uses air travel. Most airports will need significant upgrades to accommodate the hundreds of thousands of visitors expected for the monthlong tournament in 2014.
The audit court warned last year that renovations in some airports may not be completed by 2014.
Stadium construction is another reason for concern.
Sao Paulo, South America's biggest city, has yet to have a stadium project approved by FIFA even though the deadline from the governing body expired last year. Corinthians soccer club says it will build a World Cup venue, but there is still discussion about whether it will be able to host the tournament's opening match.
Maracana, likely to host the final, has seen a significant increase in its renovation budget. The report said authorities face a tight deadline to get the stadium ready according to the original timeline. The famed venue is also expected to be used in the 2013 Confederations Cup.
In addition, the Nacional stadium in the capital Brasilia runs the risk of becoming a ''white elephant'' - a stadium rarely used by local teams after the tournament, despite having a seating capacity of 71,000. The Amazonia Arena in Manaus is simply an ''incomplete and deficient'' project, the audit court said.
In Rio, authorities are facing accusations they are violating citizens' human rights by forcing slum dwellers to move to make way for the construction of a transit system. Residents of three shantytowns recently filed a complaint with the Organization of American States, saying that the city is arbitrarily relocating them. Eventual pressure by the international body could lead to project changes and delays.

Football legend Pele has expressed concern over delays in the preparations for the 2014 World Cup in Brazil, saying they could cause an embarrassment for the country.
Pele said at a news conference Friday that Brazil has the "obligation of staging a good World Cup but unfortunately everything is delayed."
He said Brazil is facing a "big risk of being embarrassed" because of delays in the modernization and renovation of Brazil's overcrowded and saturated airports, and concerns over some venues.
He singled out the case of Sao Paulo, which was supposed to host the World Cup's opening match but where construction of a new stadium is way behind schedule after FIFA ruled that the existing Morumbi venue didn't meet standards.

Former boss Raymond Domenech has branded members of the France national team as "foolhardy brats" after speaking out about the World Cup farce.
Domenech admitted he made mistakes in South Africa last summer, but insisted he has been unfairly blamed for the players refusing to train as his authority crumbled midway through the tournament. .
France recorded just one point - from a 0-0 draw in the opening game with Uruguay - as they crashed out of the competition in the group stages, but the summer is already remembered for members of the team going on strike after Nicolas Anelka was sent home for criticising Domenech.

The coach, who stood down as planned following the tournament, has taken the blame for the incident but is now coming out fighting with a forthright interview due to be published in full in Wednesday's L'Express.
"Everyone is talking instead of me," he said in extracts that appeared on the newspaper's website. "I want to restore the truth. I'm not the moron that people are describing me as.
"Let's be clear: I got it wrong, I mustn't have chosen the right players nor found the words that were needed. I do not accept the criticism of politicians, nor that of former players who have turned to journalism, but that does not prevent me from drawing my own evaluation."
It was during the 2-0 defeat to Mexico in France's second game of the tournament that Anelka confronted Domenech, ultimately leading to his dismissal from the team.
The players protested by refusing to train the following day with the situation escalating further when captain Patrice Evra and fitness coach Robert Duverne became embroiled in a furious row.
The players then returned to the team bus for a meeting and closed the curtains.
Describing the day, and his attempts to talk his players around, Domenech said: "It was more than an hour that we had been there.
"It was really necessary that someone take responsibility and stop that charade. All the cameras were focused on the bus, hundreds of kids were waiting on the sidelines.
"We were the laughing stock of the world."
Following the tournament, Evra, Franck Ribery, Jeremy Toulalan and Eric Abidal took the bulk of the blame - and suspensions - for their role in the incident, but Domenech said all the players acted together.
"If there were any [leaders], I did not see them. Every time I went up [into the bus], there was no one," he said. "At this point, I told myself that they went crazy and they don't realise. Now I know I was wrong: they knew very well what they were doing.
"They even closed the curtains of the bus to hide themselves from cameras. With hindsight, I see them mainly as a bunch of foolhardy brats."
Domenech, whose time in charge was filled with moments of eccentricity, revealed he has received all manner of offers outside football since the summer, but he has so far turned them all down.
"Above all, I do not want controversy. I have had offers for the theatre, for the cinema ... Nothing on TV, no. Honestly, how can we imagine me in a reality television show?" he said.
"I still need to brush aside certain memories before being able to start a new adventure. It's like love: you have to have forgotten a woman to be able to love another."

  Considering the new French team is back on track to be serious contenders at the Euros with Germany & Holland (keeping in mind Spain will start flying downhill after their glories, England is rubbish as usual, Italy have nothing to be excited about & Portugal will never get it done), this clearly doesn't matter anymore. Why even stir things up again when things are going well? Blanc will win titles with this French team and show this fool how class, communication and beautiful football is accomplished. Tax break for Sao Paulo WC stadium

Sao Paulo city officials say the government will give tax incentives for the construction of a stadium to be used in the opening match of the 2014 World Cup.

The incentives are intended to help Corinthians upgrade the project of its already planned stadium, increasing its seating capacity from 48,000 to 65,000, enough to host the opening match.
Sao Paulo wants to host the opener but the government had said that it would not use public money on stadiums. Corinthians, meanwhile, had said it did not want to build a venue for more than 50,000 people.
Sao Paulo had been without a stadium project since Morumbi was dropped because of a lack of financial guarantees.
The Corinthians project has yet to be approved by FIFA.

Zidane: Backing Qatar not for money

Zinedine Zidane insists his decision to back Qatar's 2022 World Cup bid was motivated by a pledge to help football spread its roots in the Middle East, rather than the promise of money.
In an interview with sports daily L'Equipe on Wednesday, the former France star who inspired his country to the 1998 World Cup title denied suggestions he received huge sums to promote the bid.

"After studying Qatar's project, I wanted to do it and I will tell you why. But first of all I want to touch upon something: money," Zidane said. "Ten, 11, 12, 13 million euros was mentioned. I will say it clearly: that's a load of rubbish. It wasn't even a third of these sums."
Qatar surprised many observers when it beat competition from the United States, Australia, South Korea and Japan to host the prestigious FIFA tournament.
Zidane acknowledged that he did get paid but said he did not benefit personally.
"It is a lot of money. But this money is distributed by the Zidane foundation (for charity)," he said. "I didn't do it for money. When I stopped playing football (in 2006), Qatar approached me and wanted me to play there. (I was offered) a blank check, I could have written whatever sum I wanted. (But) I didn't want to go and play in Qatar."
However, Zidane said he gave his word to help in the future.
"I said to these people from Qatar: 'One day I hope I can help you in a project that's beneficial for the future of sport, (and) football in particular,"' Zidane said.
"For example, the redistribution of stadiums to developing countries. People will tell me 'Qatar is tiny' but through Qatar it's the whole of the Middle East that's concerned."

Qatar's bid secured the backing of Zidane, Manchester United manager Alex Ferguson, former Netherlands defender Ronald de Boer and Barcelona manager Pep Guardiola.
"Why shouldn't they have the right to organize a World Cup?" Zidane said.
Zidane also gave his backing to France's successful bid to host the 2016 European Championships - but is bitterly angry at the team's players for going on strike at the last World Cup. The whole squad refused to train in protest after striker Nicolas Anelka was sent home from South Africa for insulting former coach Raymond Domenech.
"I don't think they yet realize what they did," Zidane said. "For them it was nothing major, when in fact it was serious."
Several players received bans, with former captain Patrice Evra handed a five-game suspension. Politicians have lined up to bash France's players, with sports minister Chantal Jouanno among those saying Evra should never play for France again.
Zidane, who starred for Real Madrid and also guided France to Euro 2000 victory during his playing career, disagrees.
"They made a mistake, they've paid for it," he said. "Everyone has the right to a second chance."
