Job Title: PMII - AIDS Relief Sustainability Coordinator

Background:

Catholic Relief Services (CRS), an international non-governmental agency specializing in relief and community development, is seeking highly qualified individuals to fill an opening with AIDSRelief (AR), a dynamic HIV/AIDS treatment program. CRS is leading the implementation of the AIDSRelief project in Tanzania in partnership with Constella Futures, the Institute of Human Virology (IHV), and IMA World Health. AIDSRelief is funded through the US Government’s President Emergency Plan for AIDS Relief (PEPFAR) through the Centers for Disease Control and Prevention (CDC) and Health and HRSA. The AIDSRelief program is a multi-year, multi-million dollar project that delivered high quality, durable anti-retroviral therapy (ART) to thousands of Tanzanians in the first four years of the project. Now in the final year of the PEPFAR I grant, the AIDSRelief-Tanzania is preparing for a three-year sustainability plan which involves transfer of key program responsibilities to local partners in Tanzania. The Sustainability Coordinator will be responsible for leading the sustainability planning process with CRS, Consortium Members and Local Partner Treatment Facilities (LPTFs) in coordination with GOTz, USG-Tanzania, and national faith-based umbrella organizations.

Primary Function:

The primary function of this position is to take the lead on all aspects of the implementation of the sustainability work plan with “core business” being the transition of the management of the AR/Tanzania Program to local partners. As a coordinator, the selected candidate will assist the AR/Tanzania Chief of Party lead the program toward sustainability and to coordinate within a consortium management structure. The Sustainability Coordinator will coordinate the work of the whole AR/Tanzania team particularly the areas that require specific technical expertise. Thus s/he will work closely with the AR/Tanzania Chief of Party, Consortium Members and CRS staff.


Specific Responsibilities:

I. Strategic Planning & Development

1. Play the key role in the identification of and initial discussions with local partner organizations to determine viability for potential transfer of management of the AR program for HIV care and treatment.

2. Lead the Consortium Sustainability Working Group to develop a three-year sustainability and transition plan for the extension period.

3. Develop a paper that will lay out the overall strategic approach for transfer of the AR/Tanzania HIV care and treatment approach to local partners.

4. Coordinate with the AR/Tanzania Working Groups and experts from other AR country programs to develop performance indicators and self-assessment tools to measure impact of training and mentorship at LPTF level in the variety of technical and programmatic areas in order to track progress of LPTFs toward sustain phase.

5. Facilitate the documentation of the AR approach to program implementation at national level including coordination of strategy paper development, setting performance indicators, and creating a library of tools used by AR/Tanzania.


II. Capacity Building

6. Play the key role in the facilitation of the transfer of management of the AR program for HIV care and treatment to local partners.

7. Strengthen the faith based organizations [FBO] – AR partnership and coordinate strengthening the organizational capacities needed by the local partner organizations to provide essential national level support to the LPTFs.

8. Facilitate the transfer of identified managerial skills to the local partner in accordance with the agreed upon roles assumed by the local partner in providing overall management of the AR HIV care and treatment program.

9. Assist the Tanzania the faith based umbrella organizations as needed for supporting their LPTFs’ ART programs to develop a resource diversification plan which covers ART as well as complimentary interventions and conduct research and analysis of issues in Tanzania to inform the development of an advocacy strategy in order to mobilize resources and influence major donors, key groups, and policy makers both local and global.

10. Develop an AR/Kenya communications strategy addressing the wider audience, which includes government, Churches, other faith groups and their constituencies for understanding, building relations, and general support.

11. Establish communication and coordination with other AR countries with regards to sustainability planning, sharing of tools, and lessons learned

III. Management/Technical Assistance

12. Chair the AR/Tanzania Sustainability Working group.

13. Organize and monitor the development of various strategy papers defining AR processes from pre-assessment to activation to sustain phase evaluation.

14. Assist the various AR/Tanzania Working Groups in the development of technical performance indicators and self-assessment tools to measure impact of capacity strengthening.

15. Monitor progress toward sustainability indicators and provide quarterly progress reports to Chief of Party

16. Identify gaps in the sustainability of AR approaches and work with the Consortium Members to strategize ways forward, which may include obtaining local certifications and accreditation, identification of additional indigenous organizations, development of advocacy strategies, altering approaches to implementation or funding, etc.

17. Facilitate the identification of local partners for phased transfer of management of the AR HIV care and treatment program.

18. Organize joint coaching sessions to discuss the strategic approach and transferring understanding of AR.

19. Document the AR-local partner proposed model of organization to implement the PEPFAR funded HIV care and treatment program.

20. Develop the written AR Tanzania three-year sustainability plan for the extension period to be submitted to the USG.

21. Organize the transfer of strategy documents, tools, and other AR resources to local partners, including faith-based umbrella organizations.

22. Organize the launching event for the AR transition plan.

IV. Training

23. Facilitate joint training sessions using AR and other resources in designated disciplines focused on the transfer of management to the local partner organizations.

24. Organize the baseline of current status of LPTF capacity relative to the sustain phase.
