If this were true we would not be doing business with each other. They cheat us at a grand scale and we cheat them at a petty scale. The difference is that their cheating is backed by laws, economic power and military force, while our cheating is not. If they catch you (especially if you are in their countries) they will send you to jail. On the other hand if we catch them we will simply keep quiet, legalise their actions or escort them back to their countries together with their loot.
