Kenya and South Korea will Tuesday sign a pact that will see the Asian nation put Sh10 billion towards construction of a public research university at Konza Techno City as President Park Geun-hye starts her two-day visit to Nairobi.

Ministry of Education officials are Tuesday morning expected to ink the deal with Korean Export and Import (Exim) Bank that will open the way for Korean Advanced Institute of Science and Technology (Kaist) to set shop at Konza.

Kaist is a public research university for the industrialised Asian nation, which Kenya is keen to emulate.

Kenyan government officials have recently shifted focus to science, technology, engineering and mathematics (STEM) courses in institutions of higher learning in the quest to create a large pool of specialists to industrialise the economy by 2030.

“We are going to build from scratch an equivalent of Kaist at an estimated cost of $100 million (Sh10 billion),” said Victor Kyalo, the Principal Secretary for ICT, which is in charge of Konza smart city.

The Korean university last September announced that it was in talks with the Ministry of Education and the Konza Techonopolis Development Authority (KoTDA), overseeing the project, on the modalities of setting up at Konza.

President Geun-hye arrived in Nairobi on Monday and is expected to hold discussions with President Uhuru Kenyatta on trade, investment, infrastructure and education.

“The information and communication’s technology field, which both Korean and the Kenyan governments have been assiduously nurturing, can be an important area of such co-operation,” she said in an opinion piece in the dailies ahead of her visit.

“I hope that Korean Government’s creative economy initiative, in which advanced science and technology is implemented across the industries can create jobs further develop the national economy, will contribute to the Kenyan Government efforts to achieve Vision 2030,” she added.

Kaist is funded by the Korean government to exploit science and technology through research and development, to keep the wheels of the industrialised nation running. Bilateral trade between Nairobi and Seoul is titled in favour of the Asian economy.

Official data shows that Kenya imported Sh18.8 billion worth of goods from Korea last year compared to Sh1.7 billion that Nairobi sold to Seoul.
At Sh18.8 billion, Korea’s imports to Kenya are the fifth largest from Asia, behind China, India, Indonesia and Japan.

Kenya’s imports from Korea stood at 26.3 billion in 2011, Sh22.5 billion in 2012, Sh29.1 billion in 2014 before plunging to Sh18 billion in 2015.

Konza is among the Vision 2030 flagship projects and upon completion of Phase 1, the smart city is expected to create more than 20,000 jobs.

The technopolis is expected to host various amenities, including ICT research centres, a university complex, offices, residential houses and parks.

Ukiniuliza mimi, hili ni kosa kubwa sana ambao Afrika tunafanya, ni kama TZ na UDOM, sidhani kama hicho Chuo kitasaidia chochote au niseme kama kitafikia matarajio ambayo yanategemewa kwa maoni yangu ni bora wangechukuwa hizo fedha na kuzisambaza nchi nzima ya Kenya hata kujenga vyuo vidogo vya Wanafunzi kama 3000-5000 lkn kwenye kila eneo la nchi au kuziwekeza kwenye technical schools kama vile Tanzania tuna Arusha tech, Moshi tech, Dar tech, Mbeya tech, Tanga tech n.k hizi technical schools ndiyo zinazotoa skills zinazohitajika na wider economy sema kwa TZ tumeshindwa kuzisimamia lkn ni wazo zuri sana!

Lkn kwenye nchi inayoendela kuchukua mabilioni ya fedha kujenga Chuo Kikuu kikubwa kimoja sidhani kama wazo zuri hili kosa hata TZ tumefanya (kwa maoni yangu) na UDOM, uwezo wa UDOM utakuwa ni kuchukuwa wanafunzi 40 000 sasa ni bora tungejenga UDOM ya wanafunzi 10 000 halafu fedha ambazo zingebakia tungejenga maeneo mengine ili kufungua nchi nzima!

Mimi ni mmoja wa critics wakubwa sana wa idea ya UDOM, tangia mwanzo sikuona sababu ya kujenga Chuo cha kuchukuwa wanafunzi 40 000 eneo moja wakati sehemu kubwa ya nchi hakuna vyuo vikuu, siku zote ningependelea kijengwe kila Mkoa Chuo Kikuu kidogo kwa ajili ya kutoa skills kwenye hilo eneo na siyo kujenga Chuo Kikuu kikubwa kimoja wakati maeneo mengine hakuna kitu!

Hii ndiyo moja ya sababu leo hii kila Mtz anataka kuja kuishi Dar kwa sababau huko Mikoani hakuna ajira, sasa ajira zitatoka wapi kama hakuna skills?

Ni kwa sababu tunawekeza kwenye masters, PhD & Co. lkn hapo kati kati ambapo ndiyo muhimu hakuna kitu matokeo yake Wachina wanaleta wafungwa ktk Uchina kuja kujenga br. Afrika na sisi tunaishia kupata Mungiki au Panya road ambao wanatumiwa na Wanasiasa kuleta vurugu kwa manufaa yao!

Hii ndiyo moja ya sababu leo hii kila Mtz anataka kuja kuishi Dar kwa sababau huko Mikoani hakuna ajira, sasa ajira zitatoka wapi kama hakuna skills?

Mkuu mbona umefafanua vizuri tu, huyu anataka kupotosha members kimaksudi - point zako ziko valid kwa upande wa Tanzania vile vile na Kenya - Tatizo kubwa letu Wafrica ni kutaka kujikweza wakati mambo madogo yanatushinda, unawezaje kujidai kwamba nchi yako inataka kuwa na viwanda vikubwa vya kuhunda magari kuliko vya mji wa Detroit Marekani, si hilo tu wanakwenda mbali zaidi kwa kudai watajenga viwanda vya HiTech kushindana na vya Silcon Valley!!! Ndoto tu za mchana.

Badala ya kujikita kujenga vyuo vya Ufundi vyenye adhi kila mkoa ikiwezekana, sisi tunakimbilia kujenga White Elephant moja au mbili zisizo na tija kwa Taifa. Hata nchi za magharibi vyuo vya ufundi ni vingi kuliko Vyuo vikuu 4 a reason - sisi hapa kujitia wajuaji.
 
Kama nilivyosema hayo ni maoni yangu tu na wala haimaanishi kwamba wanachofanya Kenya siyo sawa inawezekana mimi ndiyo kuna kitu sielewi, ila nijuavyo mimi Afrika tunaweza tu kuendelea kama tutawekeza kwenye skills za kati yaani technical schools na siyo Universities, hizo zinatosha tayari angalau kwa kuanzia!

Fahamu kwamba, sio lazima sote tushindane kwenye utaalam wa kujenga barabara, reli n.k. Kuna mifumo mingine ya kisasa yenye uwezo wa kutengeneza ajira.

Kwa kuongelea Reli, Br nimetoa kama mfano tu, ukiangalia technical schools za TZ zinakozi zote hizo mpaka mambo ya IT na ndipo tulipopaswa kuanzia, na sababu kubwa ya kuwa hizi technical schools ni kwa sababu ya Nyerere aliliona hili ndiyo maana akaanzisha hivi vyuo vya ufundi sema leo hii tumevitelekeza lkn vinapaswa kutoa skills zote za hapo katikati!

Na ninakuhakikishia hata hizo ajira laki 2 unazosema nusu nzima kama siyo zaidi ya well paying jobs zitaenda kwa wageni na Wakenya watabakia kama ilivyo kawaida kuwa walinzi magetini, madereva, home care taker n.k kwani maendeleo ni hatua na huwezi kuruka hatua moja kwenda nyingine na ndiyo maana hata huko Marekani hawakuanza na Silicon Valley bali walianza na community colleges ambazo zinatoa skills zinazohitajika kwenye eneo husika, hayo ni maoni yangu!
