That is below the belt (pun intended.) What the US does is the best speed control in my opinion. Target the wallet. After paying serious $$ for a speeding ticket you will not want to speed, you pay a fine, and your insurance premiums rise. If you are a habitual offender, you run the risk of temporarily losing your driving privileges and will have to go through cumbersome reinstatement procedures. Trust me you will think twice before speeding and committing the so called moving violations. Oh and by the way in most US states the driver's license is the major form of identity.
