Isles AG joins Zanzibar-a-country furore

Zanzibar Attorney General Idd Pandu Hassan announced yesterday that he accepted Prime Minister Mizengo Pinda`s suggestion that attorney generals from both sides of the union should meet to discuss the issue whether Zanzibar was a sovereign country or not.

However, he said that Zanzibar was a country, in contrast to what Prime Minister Pinda had told the Union Parliament.

He said he agreed with Pinda`s suggestion that the two AGs should meet and go through the two constitutions and dwell on problem areas.

Pandu Hassan made the announcement in the House of Representatives yesterday.

He said the government`s stance was that Zanzibar was a country according to the constitution of Zanzibar.

The Zanzibar AG said after the formation of the Tanganyika and Zanzibar Union, Zanzibar surrendered its sovereignty as Tanganyika did and then one nation was established, that is Tanzania.

He said in principle, Zanzibar was not a sovereign state, but is an independent country, and that is why it had an autonomous authority including the Executive, Legislature and Judiciary.

He said after the Union had been established, Zanzibar�s seat in the United Nations was cancelled and only one seat for Tanzania remained.

Pandu said, however, that the Tanganyika government was incorporated in the United Republic`s government while that of Zanzibar was left running its activities.

Pinda said in Parliament this week that Zanzibar was part of the United Republic of Tanzania and not a separate country. He said the Constitution of the United Republic clearly spelt out the matter.

``The Constitution (Article 1 and 2) declares Tanzania as one country, which is a United Republic comprising two parts namely - Tanzania Mainland and Tanzania Zanzibar,`` the PM said.

We shold not use slar in the importamt issues such as this? What is meant by Hon Pinda's statement on inssisting that he hasn't errored while calling attorney Generals to discuss the correct version?
 
I wonder if this is a reporters interpretation or Pinda actually said such a thing.

Which sides of the union? Does The Tanzanian Attorney General have jurisdiction in Zanzibar? If yes how can it be said "Attorney Generals from both sides of the union"? If no how can he be the AG of Tanzania?
