The currency lost about a third of its value against the U.S. dollar in 10 days in September and October as the sanctions cut Iran's hard currency earnings from oil exports.
"These sanctions are levied against the government but the government is not affected at all," said Ahmad, an Iranian graduate student in Belgium.
"Only the people and society feel these pressures."
