Former Chief of the General Staff Lord Dannatt said combat troops were needed on the ground to recapture Syrian and Iraqi territory from IS, but these should be local forces trained and equipped in much greater numbers by the international community.
In addition, as so many young men were among the thousands fleeing Syria to Europe, there must be an urgent programme to organise, train and arm men still living in refugee camps in the region to fight for their own villages, towns and cities.

How will this be possible...? They must think rational on the proper and
genuine means to be used to deal with the given phenomenon rather than relying on
merely simple premises like these.

They start the chaos but are not brave enough to fight their battles. Instead they want the victims to fight on their behalf? I hope the Syrians and Iraqis will not be that stupid. The Westerners created the conditions that bred ISIS and must do the job themselves.
