President Yoweri Museveni has unveiled an ambitious legislative agenda for the 2026/27 financial year, proposing 38 Bills, policy frameworks, reports and statutory instruments for consideration by Parliament.
The proposed laws cover key sectors including education, health, agriculture, transport, tourism, finance and security. Among the notable Bills are the Small Arms and Light Weapons Control Bill, the Real Estate Bill, the Uganda Railways Bill, and reforms targeting universities, schools and the healthcare sector.
Government also plans to table major financial accountability reports, including updates on the national budget, public debt, petroleum revenues and tax expenditures.
The agenda is six items larger than last year's programme, raising questions about whether Parliament can process all the proposed legislation. During the previous financial year, fewer than half of the 32 proposed Bills and policy measures were eventually enacted.
The legislative programme now sets the tone for what could be one of the busiest parliamentary sessions in recent years.
A significant portion of the programme is dedicated to public finance management and accountability. Government intends to present a series of fiscal and accountability documents, including the Annual Macroeconomic and Fiscal Performance Report for FY2025/26, the Annual Budget Performance Report, the Annual Report on the Petroleum Fund, and the National Budget Framework Paper for the period 2027/28 to 2031/32.
