Service Title: FELTP Epidemiology Resident Advisor Place of Performance: Kigali, Rwanda

Service Objectives:
The contractor shall be assigned to the Field Epidemiology and Laboratory Training Program (FELTP) in Rwanda to assist with on- going strategic planning, and program development. The candidate will serve as the technical advisor, focal point and liaison between CDC Rwanda, CDC Atlanta, Rwandan stakeholders and international stakeholders.

Task Requirements:
The contractor will provide the following services :
1.Provide subject matter expertise and assistance to key stakeholders on the development and implementation of the FELTP in Rwanda;
2.Prepare field sites for FELTP resident site placements, including training of and follow-up with field site supervisors;
3.Work with FELTP stakeholders to strengthen field epidemiology support for the surveillance of infectious zoonotic and chronic diseases and the detection of outbreaks through human capacity development within Rwanda;
4.Provide consultation to assist residents and FELTP stakeholders to support field epidemiologic investigations and surveillance;
5.Provide support for communicable and non- communicable disease surveillance, and short courses for mid-career development of epidemiologists and laboratorians in Rwanda;
6.Prepare technical and periodic reports on projects and training efforts under the FELTP and materials for promoting the program within Rwanda and internationally;
7.Provide consultation to public, private, professional and academic partners in substantive matters related to public health and field epidemiology practice and training –including scientific and technical assistance in methodology, study design, project and data management; and
8. Work with national-, provincial- and district-level FELTP stakeholders and other institutions to support bilateral CDC-Rwanda programs.
9. In carrying out the duties and responsibilities, the candidate will be required to work closely with Rwandan governmental entities, including Rwanda Biomedical Centre’s Center for Treatment and Research on AIDS, Malaria, TB and other Epidemic Infectious Diseases (TRACPlus), the School of Public Health, and key Ministry of Health officials and international organizations (e.g., the African Field Epidemiology Network, the World Health Organization and the World Bank. )

Task Deliverables:
• Monthly progress reports due by the 5th workday of the month
• Quarterly activity report due 10 days following end of quarter
• Annual activity report due 30 days following end of the year

Qualifications:
Minimum Qualifications and/or Certifications:
• Medical and a Public Health background with extensive training in applied epidemiology and diverse experience in public health.
• Skills in a broad array of public health competencies at the national level, including: surveillance systems design and evaluation, disease outbreak investigation and response, program and project management, data collection and analysis, research and teaching, leadership and team building, and collaboration with governmental agencies and NGOs
• Clear understanding of the federal grants and budget processes and cycles
• Masters degree in public health, with 2 years’ post graduate work in public health or public health programs.
• Required: Level IV: Fluency in speaking, reading, writing and understanding of English required.
