I dont think it was about politics, was about awakening , opening eyes of zambian people about chinese invasion.
China wont like it since PLO lumumba is african activist, and his agendas may destroy their plans in zambia.
So they could attempt to take him out. Thats why they reject his entrance.

China is looking for a land, a place where they will be able to minimize their population by sending chinese people to another land.
