In a statement issued on 22 July 2026, the ministry said it has received reports that some teachers, health workers, administrative staff, extension workers and other public officers are expressing interest in contesting for Local Council I and Local Council II positions while remaining in public service.
The ministry reminded all public officers that participating in partisan politics while holding public office is prohibited under the Constitution, the Local Governments Act, and the Public Service Standing Orders.
According to the ministry, any public servant who wishes to contest must formally resign at least 30 days before nomination day, or comply with any earlier deadline required by their terms of employment.
The directive applies to all public officers, including District Election Administrators, Returning Officers, Local Government leaders and other government employees.
The ministry said the requirement is intended to protect the neutrality and professionalism of the public service by ensuring that government employees remain impartial while carrying out their duties.
It added that it will work with the Electoral Commission, the Ministry of Public Service, the Public Service Commission, District Service Commissions, Chief Administrative Officers, and other relevant authorities to ensure full compliance with the law.
At the same time, the ministry encouraged all eligible Ugandans to participate peacefully in the electoral process and exercise their constitutional right to choose their leaders.
