About this Citizen Report Card - April 2012

This Citizen’s Report Card (CRC) has been researched and published by the National Taxpayers Association (NTA) to sensitize citizens, elected representatives, government officials and civil society organizations on the management of the Constituency Development Fund (CDF). CRCs are participatory surveys that solicit user feedback on the performance and delivery of public services.
• This Citizen’s Report Card presents findings from research in Kibwezi Constituency whose current Member of parliament is Hon. Philip Kaloki.
• A notification for the audit of the constituency was sent to Hon. Philip Kaloki, copied to the CEO of the CDF Board on 7th February 2011.
• The report covers one government Financial Year 2009/10. The NTA has not researched the 2010/11 Financial Year since much of the funds have not been spent to date.
• It is important to note that the Financial Year 2009/10 was simply used to set the scope of the work based on NTA’s interest but financial reporting takes into consideration accumulated allocations to the monitored projects over the years.
• The monitoring exercise was conducted between April 2011 and March 2012.
• NTA completed field research and the technical assessment in Kibwezi Constituency in November 2011.
• A draft report was produced and sent to the Member of Parliament on 28th February 2012 for comments and feedback. A meeting was subsequently held with the Member of Parliament on 5th April 2012 and with the CDF committee on the 11th April 2012.
• The MP and the CDF committee were cooperative in provision of information, supporting documents and feedback on the draft report. Overall reception of the NTA process was good demonstrating a commitment to transparency and accountability.
• Correspondence and minutes of NTA meetings with the area Member of Parliament

Summary Findings
• A summary of total funds allocated to Kibwezi Constituency is listed in Table 1 below. A total of Kshs. 302,536,919 has been allocated to the constituency since 2003/04.

I was expecting the one who started the thread to share a complete National report on CDF allocation country wide. By posting kibwezi report only what message are you trying to put across. What about nyanza province constituency CDF allocation and reports. Au ni "haki yao"?
