Politics Over Humanity? Why Is CHADEMA’s Leader Heche Detained, Passport Seized for Attending a Funeral?
The opposition party Chama cha Demokrasia na Maendeleo (CHADEMA) has condemned what it calls the unlawful detention of its Deputy Chairperson, John Wegesa Heche, after he was arrested on Saturday afternoon, October 18, 2025, at the Sirari border between Tanzania and Kenya.
According to CHADEMA, Heche was on his way to Kenya to represent the party at the funeral of veteran opposition leader Raila Amolo Odinga, when immigration officials stopped him, confiscated his passport, and placed him in custody without any clear explanation.
In a statement issued by Brenda Rupia, the party’s Director of Communications, CHADEMA alleged that Heche’s car was shot at and its tires punctured before being towed to a police station where he and his driver were detained — and denied bail.
Rupia dismissed claims from the Immigration Department that Heche had violated travel procedures, describing the statement as “false and fabricated.” She said Heche had not left the country and was being held under false pretenses, suggesting the move was designed to keep him in custody until after October 29.
Rupia added that this isn’t an isolated case revealing that passports belonging to Heche and Deputy Secretary-General Amani Golugwa were previously seized in similar circumstances, restricting their ability to travel for party duties.
CHADEMA has demanded Heche’s immediate release and the return of the confiscated passports, accused the government of political intimidation and shrinking democratic freedoms.
As the controversy grows, many are asking tough questions:
Is Tanzania’s government enforcing the law — or silencing dissent?
And what does it mean when attending a funeral becomes a political act?

“Preventing a Tanzanian citizen from offering condolences to our Kenyan brothers and sisters is not only inhumane but also unconstitutional,” Rupia said, citing Article 17(1) of the Tanzanian Constitution, which guarantees freedom of movement for all citizens.
Rupia added that this isn’t an isolated case revealing that passports belonging to Heche and Deputy Secretary-General Amani Golugwa were previously seized in similar circumstances, restricting their ability to travel for party duties.
