Amatus Liyumba: Balaa
It is horrifying to read this abuse of the trust placed in a senior officer of our central bank. Not only the loot but the way he utilised it, bribing women to satisfy his craving for sex.
However my comment here concerns how it has been construed that it was Liyumba and his colleague Kweka who were responsible for this abuse. The tender for the building of the BoT twin towers must have considered by the Board of Directors under the chairmanship of the Governor. Building consultants must have used to assess all tenderers. The accepted price was approved by the Board. How come it is only Liyumba and Kweka who are being blamed?
The next phase is the payments for the works as progress was made. Normally a Quantity Surveyor assesses each claim to see if the contractor has actually done what he claims. The QS then advises management what to pay in accordance with the contract agreement. It is when management agrees that officers like Liyumba are instructed to write the required cheque.
So my question is "Why is the Government not tackling the real decision makers? Is the public being hood-winked by prosecuting the "dagaa" rather than the "sangara"?
If Liyumba and his colleague inflated the approved payments and pocketted part for their own selfish needs that is when they can be blamed.
