Africans in prison in HK setting up friends in Africa!

There are some African inmates in prison in Hong Kong who encourage their acquaintances / friends back home in Africa to bring drugs to HK and they even pay for everything for them. And then, as they do so, they inform the HK police in the hope to receive sentence reduction.

As far as iam concerned they are in prison so where do they get the money to pay for tickets to their friends in Africa unless the Hong kong police assist them financially
