    CHAMA Cha Mapinduzi (CCM) kimewazuia wagombea wake wa ubunge kushiriki katika mdahalo unaoendeshwa na Shirika la Utangazaji Tanzania (TBC) kwa kuhusisha wagombea wa vyama vyote katika kila jimbo.

    Kipindi hicho kinarushwa kila Jumanne kupitia Kituo cha Televisheni cha TBC1 kwa lengo la kuwasikiliza wagombea wakijinadi pamoja na kunadi sera za vyama vyao.

    Habari zilizolifikia gazeti hili jana zimeeleza kuwa wagombea wa CCM wamezuiwa kushiriki mdahalo huo kwa barua iliyoandikwa na Katibu Mkuu wa chama hicho,Yusuf Makamba kwenda kwa makatibu wa chama wa wilaya na mikoa yote nchini.

    "Ninawaandikia kuwajulisha kwamba, wagombea wetu wasishiriki katika aina hiyo ya mdahalo, mpaka hapo mtakapoelezwa vinginevyo.” imesema sehemu ya barua hiyo ambayo nakala yake imepelekwa kwa Mkurugenzi Mtendaji wa Shirika la Utangazaji Tanzania, TBC.

    Hata hivyo tayari wagombea kadhaa wa ubunge wa CCM wameshiriki kipindi hicho kilichoanza kurushwa hewani mbili zilizopita kwa kuwakutanisha wagombea ubunge wa vyama mbalimbali vya siasa nchini.

    Baadhi ya wagombea ubunge wa CCM waliokwisha shiriki mdahalo huo ni pamoja na Hawa Ngh’umbi wa Jimbo la Ubungo na Chrispin Meela anayegombea ubunge katika jimbo la Vunjo.
    "Kipindi hicho kimerushwa hewani kwa mara ya kwanza katika Jimbo la Ubungo Dar es Salaam na mgombea wa CCM alishiriki, sijui kwa maelekezo ya nani. Sina tatizo na kipindi. Nina tatizo na ushiriki wetu," ainasema sehemu ya barua hiyo ya Katibu Mkuu.

    Katika kipindi hicho wagombea ubunge wa vyama mbalimbali huulizwa maswali na wasikilizaji na watazamaji wanahudhuria katika mdahalo huo.

    Kipindi hicho kiliporushwa kwa mara ya kwanza katika Jimbo la Ubungo, mgombea wa CCM (Hawa Ngh’umbi )alipata wakati mgumu kujibu maswali ya watazamaji wa kipindi hicho na kuishia kupandwa na jazba nakutishia kumshitaki, mtu aliyemuliza swali gumu.

    Katika barua yake hiyo ya Agosti 31, mwaka huu, Makamba licha ya kukitilia mashaka kipindi hicho na alihoji mgombea wao wa Ubungo alishiriki kwenye mdhahalo huo kwa maelekezo ya nani.
    Katika kile kinachoweza kutafsiriwa kwamba agizo hilo la Makamba limeanza kutekelezwa, juzi mgombea ubunge wa CCM katika Jimbo la Arusha Mjini, Batilda Buriania hakushiriki kipindi hicho.

    Hata hivyo, Batilda alisema hakuhudhuria mdahalo wa Arusha kutokana na chama chake kutopewa taarifa na yeye ni mgombea wa CCM sio mgombea binafsi.


    “Nimekuwa nikitumiwa ujumbe wa simu kuwa nimeingia mitini katika mdahalo…mimi siwezi kuingia mitini nimedhuria midahalo mikubwa tena ya kimataifa ndani na nje ya nchi siwezi kukimbia hivi sasa,”alisema Dk Batilda.

    Barua hiyo yenye kumbukumbu namba CCM/OND/SG/194/9 ya Agosti 31 ambayo Mwananchi imefanikiwa kuiona, Makamba aliwaambia makatibu hao wa CCM kuwa wagombea wote wa chama hich wasishiriki kipindi hicho hadi CCM itakapotafakari kwa kina manufaa itakayopata kwa kushiriki kwao
    Alisisitiza kuwa CCM ina utaratibu wake wa kujinadi na kunadi sera zake kwa wananchi ambao anaamini kuwa bado unakidhi haja.

    “Tuna utaratibu mzuri wa kijinadi na kunadi sera zetu kwa wananchi; utaratibu wa mikutano ya hadhara na mikutano ya ndani. Utaratibu huo bado unakidhi haja. Tunaendelea nao,” alisema Makamba.

    Akizungumza na gazeti hili jana, Makamba alisisitiza akisema: "Hatutaki. Tumekataa ndio. Sisi yetu ni mikutamo ya hadhara. Tutaeleza huko malengo, ilani yetu na sera zetu kwa wananchi. Hatuoni sababu ya kukaa katika chumba kidogo na kuwapa nafasi ya ushiriki watu wachache."

    Aliendelea: "Hatuoni sababu ya kwenda kwenye huo mjadala kwa kuwa mikutano yetu ya hadhara inajitosheleza."
    Alipotakiwa kueleza kama chama kitawachukulia hatua wagombea wake waliokwishashiriki kipindi hicho, Makamba alijibu: "Hakuna adhabu watakayochukuliwa kwa sababu chama kilikuwa hakijatoa maagizo."

    Taarifa zilizopatikana baadaye jana zilieleza kwamba, agizo hilo la Makamba pia limepokelewa katika jimboni Karatu ambako mgombea ubunge wa CCM aliamua kujitoa kwenye mdahalo huo juzi.

    Mdahalo wa wagombea wa jimbo hilo, ulipangwa kufanyika juzi katika ukumbi wa maendeleo Karatu, lakini wakati wagombea wengine wakiwa wanajiandaa, taarifa zilitolewa kuwa mgombea wa CCM, Dk Wilbard Lorry hawezi kuhudhuria.

    Viongozi wa vyama vya Chadema na CUF, katika wilaya hiyo, walilalamikia kuahirishwa ghafla kwa mdahalo huo wakati walikuwa wamesitisha kampeni vijijini na kurudi Karatu.

    Katibu wa CUF Wilaya ya Karatu, Stivin Siay alisema chama chao kilikuwa kimemwandaa mgombea wake kwa mdahalo huo.

    “Tunashangaa kujiondoa kwa CCM katika mdahalo huu kumesababisha mdahalo kuahirishwa…,” alisema Siay.

    Mwenyekiti wa Chadema Wilaya ya Karatu, Moshi Darabe alisema walipata taarifa za kuahirishwa mdahalo huo dakika za mwisho kwa maelezo kuwa mgombea wa CCM hatahudhuria.

    Alisema taarifa hizo kwanza zilipatikana ofisi ya Mkurugenzi Mtendaji wa Halmashauri hiyo, ambao ndio awali walitoa taarifa za kuwepo maombi ya TBC kuandaa mdahalo huo.

    Kaimu Mkurugenzi wa Wilaya ya Karatu, Clemence Berege akizungumzia kuahirishwa kwa mdahalo huo alisema kwamba, ofisi yake haihusiki kwani waliotaka kuendesha mdahalo huo ni TBC.

    Hii ni kuonyesha jinsi gani CCM wasivyo jiamini wanawaogopa wananchi kwasababu wanajijua wao ni VILAZA hawawezi kujibu maswali ya hapo kwa hapo hadi wadese ndipo wajibu. SHAME ON YOU CCM

    Tungekuwa na wananchi wenye uelewa mzuri na wanaojua mambo huo ndo ulikuwa mwisho wa CCM. Naona kama kaburi lao limeishakuwa tayari nawapa up 15 years watakuwa wamezikwa kabisa.

    CCM wameshtuka kuwa wagombea wao sio, nimeona midahalo ya Ubungo na Vunjo, Yule mama wa ubungo ni bonge la kilaza, kaulizwa kuhusu kiwanja cha CCM wanawake kavuka moshi mbyaaa, mimate ikamtoka akisema atampeleka mahakamani yule aliyesema na hata Meela nae alifunikwa mbya na wagombea wa CHADEMA na TLP(Mrema), wamejua kuwa wagombea wao hawajui kujieleza kabisa na hizo sera zao hawazijui, Mi nawashauri TBC waendelee kuendesha midahalo hio kama wanatakwa wananchi waamni kuwa wao sio kwa ajili ya CCM ni kwa ajili ya Taifa lote."SHAME ON U CCM"

    CCM bars its candidates from campaign debates

    The ruling Chama Cha Mapinduzi (CCM) has banned its parliamentary candidates throughout the country from participating in debates broadcast by the Tanzania Broadcasting Corporation (TBC).The move has been described by other political parties as stifling democracy.

    The debates are broadcast by the state-owned television station on Tuesdays.Reports reaching The Citizen yesterday indicate that the ban has been effected through a letter written by the CCM secretary general, Mr Yusuf Makamba, to district and regional CCM secretaries.

    “I have written you to inform you that our parliamentary candidates should not participate in the debates until further notice,” said part of the letter copied to the TBC executive director, Mr Tido Mhando, who was not available for comment yesterday.


    The ban has come at a time when some of CCM parliamentary candidates have already participated in such debates which bring together candidates from various political parties in their respective constituencies.


    CCM parliamentary candidates who have already participated in the debates are Hawa Ng’umbi who is contesting for the Ubungo constituency in Dar es Salaam and Chrispin Meela who is vying for the Vunjo constituency in Kilimanjaro region.


    “The programme on debates for the first time brought together candidates for the Ubungo constituency and a CCM candidate participated without getting a go-ahead from her party,” writes Mr Makamba in the letter seen by The Citizen.


    The CCM secretary general added in the letter that he had no problem with the debates but he was concerned over the participation of CCM candidates.


    During the debate, parliamentary candidates from various political parties are given less than five minutes to explain their party manifestos before they field questions from the participants.


    When the programme was aired for the first time in the Ubungo constituency, CCM’s Ms Ng’umbi became emotional after a participant asked her tough question.


    In his August 31 letter, Mr Makamba said he had no confidence with the TBC programme and wondered how the CCM parliamentary candidates had participated without permission from their party.


    The letter with reference number CCM/OND/SG/194/9 said CCM parliamentary candidates will be allowed to participate in such debates when the governing ruling established benefits for participating in such debates.


    He said CCM has its campaign system and it also knew how best to present its policies to the public.


    “We have a good system of marketing our policies to people such as indoor meetings and campaign rallies. This system is still valid and we are continuing to embrace it,” said Makamba in his letter.


    Reached for comment yesterday, Makamba insisted: “We don’t want to participate in such debates. We will continue using campaign rallies. We don’t see the relevance of squeezing in a small room where a few people participate.”


    He added: “It doesn’t make sense to participate in such debates while our campaign rallies are ideal.”


    Asked whether CCM parliamentary candidates who have participated in the debates will be penalised, he said they will not be punished because they participated in the debates before the party had issued the ban.


    Meanwhile, CCM in Karatu district, Arusha region, forced TBC to postpone airing the parliamentary candidates debate after a candidate from the ruling party refused to take part.


    The debate was slated for Monday at the Karatu district community centre but it was later cancelled after the CCM candidate for the Karatu constituency, Dr Wilbard Lorry, had said he could not participate.


    The Karatu district CUF secretary, Mr Stephen Siay said CCM’s move to pull out of the debate at the last minute amounted to political immaturity.


    He said CUF parliamentary candidates postponed their campaign trail in rural areas so that they could have participated in the debate.


    The Chadema chairman for Karatu district, Mr Moshi Darabe, said they received information at last minutes that the CCM candidate was not going to participate in the debate.


    He said the postponement of the debate was communicated to his party through the office of the Karatu district executive director.


    However, the Karatu district executive director, Mr Clemence Begere, distanced himself saying his office has nothing to do with TBC programmes.


    In what could be seen as implementation of Makamba’s ban, on Monday the Arusha Urban CCM parliamentary candidate, Dr Batilda Burian, turned down an invitation by TBC to participate in the debate.


    She said she did not participate in the Arusha debate because her party was not aware of such debate.


    Dr Batilda denied reports that she had gone into hiding because she was not capable of participating in the debate. “I can’t hide myself because I have attended international debates abroad.”


    Commenting on the CCM move, Chadema head of campaigns Prof Mwesiga Baregu blamed the ruling party accusing it of hindering growth of democracy in the country.


    Prof Baregu said debates are very important platform to candidates and parties to compete among each other and sell their policies.


    “CCM is still operating in a single party monopoly without understanding that the world has changed... but the public is changing according to the global trend,” said Prof Baregu noting that the act will cost CCM in the October polls.


    He said stopping the candidates from the debate is denying the public a chance to evaluate and know better whom they will choose and avoid mob psychology.


    The NCCR – Mageruzi director of organisation, election and campaigns, Mr Faustine Sungura said the move depicts fear by the ruling party because many of its candidates have no capacity to express and defend its manifesto.


    He alleged that CCM is dodging debates because they have other shoddy ways of winning elections.


    “Its very amazing and surprising for a serious party to stop its candidates in debates, its time for the public to shun CCM public rallies too,” said Mr Sungura.


    APPT- Maendeleo Chairman Mr Peter Mziray said the ban shows how the ruling party refuse to be accountable to the voters.


    “CCM leaders are weak and incompetent... they can not even defend their manifesto... they are bot able to face the voters,” he said.


    The Civic United Front party (CUF) public relations officer Ms Ashura Mustapha said the debate ban shows how CCM candidates are not capable to defend their manifesto because it is not implementable.


    Tanzania Labor Party (TLP) secretary general Hamad Thao said the act will cost CCM because the public is aware and can not be cheated so easily.

    CCM ni waoga sana, wanaathibiwa na dhambi zao ndio maana wanaigopa kukutanishwa kwenye mdahalo na wagombea wa vyama vingine, Ndio maana hata JK nae alikwepa mdahalo.

    Hawa Ng'umbi alichemka kwa kupanda jazba. Batilda Burian alikimbia. Chrispin Meela alichemka kule Vunjo. Mimi nausubiria kwa hamu huo wa Kawe, nimwone Angela Kizigha atakavyobabaika! Hahaha!

    Mdahalo wa wagombea wa jimbo hilo, ulipangwa kufanyika juzi katika ukumbi wa maendeleo Karatu, lakini wakati wagombea wengine wakiwa wanajiandaa, taarifa zilitolewa kuwa mgombea wa CCM, Dk Wilbard Lorry hawezi kuhudhuria.

    Viongozi wa vyama vya Chadema na CUF, katika wilaya hiyo, walilalamikia kuahirishwa ghafla kwa mdahalo huo wakati walikuwa wamesitisha kampeni vijijini na kurudi Karatu.

    Katibu wa CUF Wilaya ya Karatu, Stivin Siay alisema chama chao kilikuwa kimemwandaa mgombea wake kwa mdahalo huo.

    “Tunashangaa kujiondoa kwa CCM katika mdahalo huu kumesababisha mdahalo kuahirishwa…,” alisema Siay.

    Mwenyekiti wa Chadema Wilaya ya Karatu, Moshi Darabe alisema walipata taarifa za kuahirishwa mdahalo huo dakika za mwisho kwa maelezo kuwa mgombea wa CCM hatahudhuria.

    Alisema taarifa hizo kwanza zilipatikana ofisi ya Mkurugenzi Mtendaji wa Halmashauri hiyo, ambao ndio awali walitoa taarifa za kuwepo maombi ya TBC kuandaa mdahalo huo.

    Kaimu Mkurugenzi wa Wilaya ya Karatu, Clemence Berege akizungumzia kuahirishwa kwa mdahalo huo alisema kwamba, ofisi yake haihusiki kwani waliotaka kuendesha mdahalo huo ni TBC.

    Hawa jamaa ni corwards wamezoe kutumia mguvu ya pesa kugawa tishet and milungula kwa wapiga kura wagombea wao wengi ni weak sana na wanategemea nguvu ya pesa, TOT na blabla za ajabuajabu wanaona wanapoonekana live kwenye TV hawana pointi za kuongea

    Tatizo sio kutojiamini bali ni DHARAU ambayo wamekuwa nayo siku zote kwa wananchi. CCM wanajiona, hasa viongozi wake, kuwa ndio wenye nchi na wanaweza kufanya watakalo. Kukataa wananchi wasiwasikilize ni dharau ya hali ya juu na inaonyesha ni jinsi gani wasivyowajali wananchi wao! Kuna watu wanafanya kazi, au majukumu ya kifamili hawana nafasi ya kuhudhuria mikutano, sasa unaposema mikutano inajitosheleza si kukosea watu haki ya kusikiliza sera?
    Adhabu yao ni kutowapa kura, mana wao wanajiona kuwa watashinda kwa sababu, na Makamba ameshaongea, wanawaona watanzania ni MBUMBUMBU - kama alivyosema kuwa mgombea wa Chadema, darasa la saba, ni Mbumbumbu....hali ambayo watanzania wengi ni wa elimu hiyo!

    Makamba anasema watatumia mikutano ya hadhara ambapo wananchi hawaruhusiwi kuuliza maswali, yaani hakuna kipindi cha maswali na majibu, kwa maana nyingine ni kwamba unamtongoza mwanamke na unaogopa asikuulize hata swali kutokana na yale mazuri uliyomwambia pindi akikubali awe mwandani wako!!!

    Kama wanawaogopa wananchi wakati wa kampeni na kuwakimbia wasiwaulize maswali watawafanyia nini pindi wakipata madaraka????
