Ugandan police have sprayed opposition leaders with a pink liquid to stop them holding a banned rally in the capital.After the drenching, Democratic Party leader Norbert Mao was then arrested.

This week, opposition parities have stepped up their campaign over high prices, which has led to recent clashes between the police and protesters.

Meanwhile, President Yoweri Museveni has said to curb riots he wants a new law to deny bail for six months to those arrested while protesting.

Mr Museveni, who has been in office for 25 years, is due to be sworn in again as president on Thursday.
Uganda's main opposition leader Kizza Besigye lost to Mr Museveni in February in polls he says were rigged.
Dr Besigye is in Kenya where he was receiving treatment after being assaulted in April by police during a "walk-to-work" protest over the rising cost of living,

The BBC's Joshua Mmali in Uganda's capital, Kampala, says the police and military blockaded the entrance to the city's Constitutional Square where the opposition parties wanted to hold their rally.

The police then intercepted the opposition leaders' procession, which was heading towards the square, with dogs.

When this failed to stop them, they were drenched in the pink liquid sprayed from nearby trucks.
Before Mr Mao was hauled into a police van he told the BBC there was "no justification" for the police action.
"I don't know what liquid it is. I don't know whether it is lethal or not, but there was no justification for pouring those liquids on us," he said.

"We were simply accessing this place and the police needed to exercise restraint."

The police say political gatherings have been banned at the square since 2007.

Last month, riots broke out in Kampala in protest at the rough treatment meted out to Dr Besigye by the security services during his arrest on 29 April.

Plain-clothed policemen beat up his supporters, smashed the window of his car and doused the inside with pepper spray and tear gas before manhandling him into a vehicle and driving off.

The authorities say Dr Besigye provoked them - and he was charged with inciting violence.
Before the polls, Dr Besigye had called for Egypt-style uprisings in the event of fraud.

Opposition leader, Dr Kizza Besigye, is stuck at Jomo Kenyatta International Airport (JKIA) in Kenya after he was stopped from boarding a Kenya Airways flight to Uganda Wednesday morning.


Sources tell Daily Monitor that the airline’s officials approached Dr Besigye and claimed they were informed by Ugandan authorities that if he was on board the morning flight the aircraft would not be allowed to land at Entebbe International Airport, 40 km outside Kampala.


The Ugandan government however denied any such communication. When contacted Internal Affairs Minister Kirunda Kivejinja said the government can’t act crudely “and that Uganda doesn’t have any authority on Kenya Airways flights.”

“If we managed to allow him to leave, how can we stop him from coming back? We had all the powers to stop him from going there after all,” Mr Kivejinja said.

The opposition leader has been receiving treatment at Nairobi Hospital for multiple injuries sustained when security personnel attacked him on April 28 as he tried to drive into Kampala City.


He has now pitched camp in the Kenya government lounge of the JKIA departures lounge and is demanding an official and written explanation from Kenya Airways.

This development is yet another twist to the saga which has characterized the Uganda government’s heavy-handed clamp-down on the walk-to-work protests against high fuel prices and the rising cost of living.


Dr Besigye is one of hundreds of people who have been wounded in confrontations with the police and army that have left at least nine people dead from gunshot wounds.

Police had on Tuesday indicated that they would allow Dr Besigye to enter the country but drive from Entebbe in a convoy of not more than three vehicles escorted by police.

OPPOSITION politicians were yesterday sprayed with a coloured liquid as Police blocked them from walking to the Constitutional Square in Kampala.

In a change of tactics, instead of using tear gas, the Police’s blue water cannon truck yesterday discharged the liquid that drenched the clothes of UPC president, Olara Otunnu and Samuel Lubega, an independent presidential candidate in the just concluded elections.

The water canon cornered them at Eagen House.

The liquid is used in crowd control and to easily identify people involved in riots.
They subsequently abandoned their plan, which they had earlier vowed to stick to and returned to Uganda House a few blocks from Eagen House.
Earlier, the Police, who had dogs, had blocked them but they insisted on moving.

The water from the Police truck also gushed into an optical clinic, Dada Photo Studio, an eatery and Bata, a shoe outlet. All these are on Eagen House.

Although the liquid hit his white shirt and matching cap, Democratic Party President, Norbert Mao walked through Dastur, Market and Burton streets before getting to the Constitutional Square.

The Police and the army rejected appeals to let them into the over-two acre expanse between Buganda and Kampala roads.

“Nobody here is armed. We want to claim this place for the public. They will not demote you when you let us in. You will see that we are peaceful people,” Mao told the Police and army men who sealed off the place.

According to him, the place was established “to celebrate the supremacy of the Constitution not firearms”, hence the need to use it.

As Mao argued with the Police, Mayanja announced that they would camp at the square.

Like Mao, he said the Constitutional Square was for those who adhere to the Constitution.

Several youth gathered and chanted “We want change” as they raised fists, but the Police pushed them away before Mao and Mayanja were arrested and whisked away in a Police van to Kira Road Police Station over failing to comply with Police directives.

Nairobi, Kenya (CNN) -- Ugandan opposition leader Kizza Besigye was barred from boarding a flight back home on Wednesday from the Kenyan capital, where he was undergoing treatment, an airline official said.
Besigye flew to Nairobi for treatment two weeks ago after he was injured when police pulled him from a vehicle during protests over the rising cost of living in Uganda.
The opposition leader said he was traveling with his wife and aide, and had their boarding passes when a Kenya Airways manager told them that there were instructions not to allow them to board.
"We refused to allow him to board because our intelligence advised us that it would not be safe to do so," said Chris Karanja, a corporate affairs manager at Kenya Airways.
Karanja did not offer any additional details.
It was not immediately clear where the order came from or why the action was taken.
Besigye said airline officials told him the plane would not be allowed to land In Entebbe, Uganda, with him onboard.
His party officials said the Ugandan minister of internal security denied that the government issued the directive.
"This is an example of the ongoing frustrations, concerns and violations of rights by the Uganda government," Besigye said.
"It is the right of every Ugandan to be able to return home at anytime. The government does not respect the rule of law."
Besigye has been thrown in jail several times for spearheading "walk-to-work" protests, contending that the government is manipulating prices for fuel and commodities.
Authorities in the east African nation had warned protesters that the gatherings are unlawful and participants will be prosecuted.
Despite being held in Kenya, protests will proceed, according to Besigye.
"The walk-to-pray scheduled for tomorrow would still go on even if I'm not in the country. It's not dependent on me," he said. "There are Ugandans and activists in the country who want to advance their rights."
A Ugandan government spokesman did not answer calls for comment.
President Yoweri Museveni is scheduled to be sworn in for a new term following his re-election in February.
Besigye, who heads the Forum for Democratic Change party, was the leading opposition candidate.
