Vladimir Putin would find it difficult to justify such an action against a brother country. This is how he describes Ukraine.
Putin is already having trouble justifying this war to his people, which is why he has locked up the media to prevent the term war from being used. The message from the Kremlin remains: "We are conducting a special operation in the Donbas".
If Putin were to drop a nuclear bomb on Ukraine, the effects would be such that he too would probably be hit while in Moscow.
The nuclear weapon will therefore not be used, and it should be seen more as a deterrent weapon. This is how Putin has used it in recent days to rekindle this fear in the Western world.
But I don't think he will go that far. He would have too much to lose as well.
