but what was the mandate given to KDF by UN?I would look at what likely GUIDED the thinking of UNIMISS military analysts for there cautious approach on calls to intervene on a distress call that should have been addressed to the government in Juba .. We all know that alot of countries pulled out its nationals out of Sudan, and the same was for aid-workers, the difficult ones chose to stay, while knowing the dangers involved.
Please note that South Sudan is in the middle of a vicious civil war that is fast shaping up into a tribal conflict. We all know that Sudanese population is heavily militarized, which makes it difficult to tell civilians and combatants, worse it part of the world where child-soldiers are tolerated.
This is not say that those who were victimized by Sudanese military were combatants, caution requires one to appreciate that rivals often plant spies and embed them within the operational functions of Humanitarian agencies.
Before the Kenyan General is condemned for alleged inaction, It would be better to look at the cost of intervening to protect 50 plus people against the threat of getting into a fire -fight with a hateful soldiers backed with there tribes men and women running amok in the heart of conflict ravaged South Sudan.
This what is likely to have happened if that scenario would have developed, a firefight with the 100 soldiers would have attracted a mixture of opportunists and warlords in the conflict. Both rivals would have come FULL force for the UNIMISS soldiers. The Machar group in an attempt to force a full scale with UNIMIS, purposely to provoke force a full-scale UNIMISS operation.
The Salva Kiir group would have sought to protect its positions, aware that an expanding, meddling by UNIMISS will disadvantaged the President Salva Kiir group that prefers a military solution. In between in the even of the killing of the UNIMISS soldiers, in the hands of poorly disciplined South Sudanese soldiers, would have likely lead to the debate for arrest of the Generals and mostly likely President Salva Kiir. Such a scenario would have complicated further the South Sudanese theater, pushing it beyond repair.
Many of the contributing countries that are silent while Kenya is selected out for criticism, would have blamed the Kenyan General when body-bags starts pilling up.
I read the Kenyan General decision, as one avoiding the temptation of falling to traps of black hawk down scenario, which
refers to the Battle of Mogadishu (1993), a battle between forces of the United States and Somali militia fighters which ended badly for the Americans.
We must also appreciate that Kenya is still healing from the El-Ade attack, where a heavily Al-Shabaab terrorists launched a coordinated assault on a Kenyan base in the town of El-Ade.
If we compare South Sudanese assets with that of the Al-Shabaab, one quickly picks that Sudanese theater is one that the threat is both conventional and unconventional with a likelihood of seriously disrupting regional peace.
To appreciate the THREAT involved, one needs to follow comments made in the UN security on the 10th of July, 2016 - which addressed a similar threat environment that ended badly for UNIMISS soldiers ..
“The members of the Council condemned in the strongest terms all attacks and provocations against civilians and the United Nations. They emphasized the need for United Nations [civilian protection] sites and United Nations personnel to remain secure,” said the Council President, expressing sympathies and condolences to the families of Chinese and Rwandan peacekeepers who were killed or injured in the attacks.

It is truly disrespectful and disturbing for UN Secretary-General Ban Ki-moon to jump his mouth to pick on Kenya's General's, whose restrain saved a lot of lives, one then wonders why the Chinese -a super power with assets in the theater were not included in the criticism ..

DAR ES SALAAM, Nov 3 (AFP) — Tanzania said Wednesday it would only make good a pledge to send troops to the African Union mission in Sudan’s troubled Darfur region if it received a guarantee they will not be targetted.

"We want reassurance from Sudan that troops sent to keep peace in the region will not be attacked by parties involved in the local conflict there," Tanzanian Defence Minister Philemon Sarungi told AFP by telephone from the administrative capital, Dodoma.
Tanzania is among several African countries that have expressed willingness to contribute to the AU force monitoring a shaky ceasefire and providing limited protection to civilians in Darfur, where a rebel war broke out in February 2003.
Since then, tens of thousands of people are thought to have died as a result of the conflict, while 1.5 million people have been displaced.
The AU is in the process of increasing the size its mission in Darfur sevenfold, to over 3,000 personnel.
Tanzania earlier agreed to contribute 100 troops to the mission.

A few year later after seeking assuarances from Sudan waring parties
When seven Tanzanian peacekeepers in Darfur, western Sudan, were killed and 17 seriously wounded in an ambush by gunmen, the incident sent shockwaves throughout the country. For the first time public was made aware that all was not well with their men and women deployed in the war-torn Sudan as part of the UN peacekeeping forces.
The deadly attack on 13 July this year occurred when the soldiers were in a convoy searching for their vehicles that were reportedly stolen by a rebel group. The Tanzanian soldiers sustained heavy fire from machine guns and possibly rocket-propelled grenades. Among the wounded were two female police officers. No group immediately claimed responsibility. But a UN report in February said that some armed opposition groups are angry about the presence of peacekeepers and have called the force ‘a legitimate target.’
In the Tanzanian official circles scanty information was released, but some local journalists contacted the peace-keepers in Darfur.
