He was born at Bariadi, Tanzania on 14 April 1969. He was admitted to practice law in Tanzania in 2002. Issa is a graduate of the University of Dar es Salaam (LL.B 1998). He is also possesses LL.M degree in privatization and corporate insolvency law from the University of Dar es Salaam.

Prior to joning LawCastles, Issa worked as resident magistrate in the Ministry of Justice, Government of Tanzania. He also worked as Lecturer in law at Tumaini University, Tanzania. Issa is an active member of Tanganyika Law Society and East African Law Society.
