It`s nine days since the Chairman for the constitution bill commission announced for the commencement of the second draft of the new constitution bill. Among matters tabled was the three Governments mode of ruling referring to Tanzania Union/Co-operation government, Tanganyika government and Zanzibar government.
This opinion is defended by 61% of individuals supporting such mode from mainland Tanzania. These percentages cover the 60% of individuals proposing the contractual government from Zanzibar. But if one tries to approximate these statistical figures they are almost the same; being the case why then proposes three governments mode of ruling? In recent years, we all have noticed how CHADEMA has been shining in Tanzania mainland against their opposition party CCM.
Despite the technical experience in politics the CCM has, yet CHADEMA seem to become a biggest threat towards their opponents. Most civilians in both Rural and Urban seem to support this new shining political party especially after being knowledged of civic education. Despite that we all are aware that CCM has been a ruling party since independence of the nation as adapted from TANU; and we are all aware that CCM is not ready to loose its title or to be split from the ruling position. We all have noted how badly has CCM been finding out the way spoiling and demoralizing CHADEMA with no success. Furthermore, we all have seen and still happening how CCM looses reputation before civilians.
The mistakes caused by leaders of CCM have been a thorn destroying this entire party. We all have noticed how CCM leaders have been loosing their efficiency and credibility before the Tanzanians. While such situation is facing CCM, their opponents "CHADEMA" have been shining mostly. Back to Zanzibar, we are all aware that CUF is a leading political party. To evident that, lets recall of the previous general election when CCM and CUF concluded their fight by formulating a co-operative government between them both. If such conclusion wasn't reached more bloodshed would have taken place in the entire place (Zanzibar).
Despite the fact that CCM has been jostling to lead in Zanzibar politically, yet CUF has thorn CCM reasonably it (CUF) has become acclimatized by Zanzibar individuals. Being drawn all these three scenarios, thereby build my today`s opinion; that despite the fact that, CHADEMA has been shining in recent days, yet it is hard for this party to lead CCM during the general election in 2015. Although, there is much possibility that the entire party is currently leading in Tanganyika land.
Being the case CCM is not ready to loose the power it has currently; either CHADEMA is not ready to loose as needs to maintain its reputation referring the CHADEMA`s Chairman statement to be quoted " if CHADEMA doesn't lead in 2015 general election, I will resign from Tanzania politics". Such statement substantiates the recent perception of Tanzanians towards the entire party. If this party proceeds to lead the nation`n political surface, un-doubetly the 2015`s general election might be its luck. As for CHADEMA as for CUF in Zanzibar.
With no doubt, CUF will proceed to lead Zanzibar and per my perception CUF members will not allow any mistake this time but to become the ruling party and CCM. By forecasting, CCM has found itself in no position to lead neither in Tanganyika nor in Zanzibar. Being the case, it had to think of option B which would help them to remain the ruling party in Tanzania so as to cover for the mistakes made by the out gone leaders. And the only fast and quick solution of the political thorn facing them is the three governments' mode of ruling with the distribution of CCM for the Union/Co-operative government, CHADEMA for Tanganyika and CUF for Zanzibar.
In a sense that despite what CHADEMA and CUF may decide in their governments yet will be answerable to CCM who will be leading Union government. Come to think of it, if this is not their mission why does the army remain under the super power of the union government as per second draft of the constitution bill? Why does the constitution bill not allow these two governments (Tanganyika and Zanzibar) own their army?
If this constitution aims to liberal Tanganyika and Zanzibar shouldn't both governments be given full sovereignty any state requires to have? It is my perception also that, such conclusion have been drawn to prevent the bloodshed which might occur during the general election process of 2015 as how it has been happening in some places in Tanganyika mainland between CCM followers and CHADEMA`s exampling Arusha, Mwanza, dare s salaam, Musoma and some other parts of Tanzania mainland.
However, should remember of the bloodshed which occurred in Zanzibar after the previous general election before the two parties drawn the conclusion of co-operative mode of ruling. Because of that, may be CCM is trying to prevent the civilians from such situation before it takes place. Actually, am trying to draw my perception following the chairman of the new constitution bill`s report of the second draft with much insist on three government mode of ruling. I mean if it`s not these three parties game towards the coming general election, why does CHADEMA, CCM and CUF insist on these three governments?
We all know that opposing political parties especially CHADEMA have been going against almost everything by CCM government, why then all over the sudden accept this three government mode? Or maybe it was part of the agreement when they visited the white house! I mean why this mode of ruling now? If Zanzibar civilians are in need of contractual mode, why has the commission dumped their opinions? Why base on Tanganyikans opinion mostly?
If it`s for real that Tanzanians proposed of three governments mode, why then convince them about it? Per individual perception, Tanzanians do not need three governments but CHADEMA, CCM and CUF does! But be cautioned that any game of politicians aims on their own interest satisfactory and if the Tanzanians falls in this truck, the sufferings will be up on them.
Here by advising the Tanzanians to make a nice choice especially at this period of new constitution construction. Essentially, every written detail in this article is from the individual perception.
