What happened to the Radar Refund from the UK

The former PMO-RALG, currently PO-RALG, under enormous debts from its suppliers. After a long wait, some of these suppliers have decided to take matters into their own hands by inquiring (the payment whereabouts) from the UK Department of International Development (DFID). Below is the reply from DFID to the anonymous 'claimer'.

Let me take you back to the beginning (in brief);

The money (Tshs. 78.7 billions - Matumizi ya Chenji ya Rada - Bilioni 77.8 | Pmoralg - Tanzania) was refunded to the Tanzanian Government from BAE Systems PLC after being instructed by the UK Government. It was decided that the refund should be used to purchase desks and textbooks for primary schools in Tanzania Mainland.

Tenders were announced and bidders who won the tenders were given contracts to supply the items (textbooks and desks). This process took place from 2013 to 2015 and some of the suppliers are still delivering the items.

For unknown reasons, these suppliers (some of them) have not been paid and it is not known when they are going to be paid. It is also not known up to now how many suppliers have been paid and how many have not been paid.
