I agree. matters of planning i think you must start with what you intend to add on. So you want to say they will demolish the existing structures to put modern ones, thats wastage of money and resources.
Thats partly the reason we are suffering with Namboole stadium a double renovation was not necessary, They would have done it once the first time and complete in second phase.
