Sam Mugumya is a prominent Ugandan opposition political activist, mobiliser, and long-time close aide to former Forum for Democratic Change (FDC) leader Dr. Kizza Besigye. Currently a mobiliser for the People's Front for Freedom (PFF), Mugumya has become a central figure in discussions surrounding political dissent, human rights violations, and forced disappearances in Uganda.
Political Background and Activism
For over a decade, Mugumya was widely recognized as one of the most dedicated youth activists working alongside Dr. Kizza Besigye. He served as an indispensable assistant, campaign volunteer, and close confidant to the opposition stalwart.
In late 2014, Mugumya was arrested near the Democratic Republic of Congo (DRC) border. He was subsequently detained for eight years at the Ndolo military prison in Kinshasa under controversial circumstances. Following his release and a short period of exile in Zambia, he returned to Uganda with the intention of contesting for the Rukungiri Municipality parliamentary seat.
2025 Abduction and Current Status
On August 26, 2025, Mugumya was allegedly abducted by armed men in plain clothes and military uniforms from the NIM Motel in Mbarara City. Eyewitnesses reported that he was bundled into a "drone" van and driven toward Kampala.

- Leaked Footage: In late July 2026, a video leaked on social media platforms showing an emaciated and physically impaired Mugumya utilizing a walking frame inside an undisclosed facility. Opposition figures, including Bobi Wine, allege this condition is the result of severe torture sustained during his incommunicado detention
