Wananchi wasema NO:Mbinga residents reject OCD for alleged incompetence

People in Mbinga District, Ruvuma Region, do not need the services of its police commander, Arbogast Ngemela, and have called on Regional Commissioner Monica Mbega to remove him from the area.

They also expressed dissatisfaction with the performance of District Commissioner Amina Masenza, who is also chairperson of the district`s committee for defence and security.

The stance was manifested by the public at a rally aimed at mobilising the people on the formation of a development fund for the region held in Mbinga township and attended by hundreds of residents.

Speaking at various intervals this week, the people told Mbega that they were not satisfied with the way Ngemela was performing his duties as there was very little peace in the district.

Assuring the RC of their support of the mooted fund, they equally pointed out to her that the security situation in the district was getting worse due to the poor performance of the duo.

Referring specifically to the performance of the two high-ranking district officials, they said the duo had always ignored taking necessary steps against a looming wave of crime in the district, which included numerous incidents of armed robbery.

``Ngemela has been ignoring all suggestions presented to him by the public, hence causing the current increase in criminal incidents in this district, which have made the people live in fear,`` said one of the residents at the meeting.

Meanwhile, the district councilors told Mbega that the OCD always insulted them whenever they went to seek help from him, saying that he was not there to perform political assignments.

Moreover, they went on to inform the RC, Ngemela had the audacity to tell them that nothing could be taken against him even if they reported the matter to (Inspector General of Police) Said Mwema.

``As you are here today with the good news for the formation of a regional development fund, we ask you to take the OCD along with you when you go back, as the man is of no help to us,`` said Fidelis Mwaipopo from among the audience, whose sentiments were supported with applause.

However, after the numerous accusations, the RC asked the district commissioner to summon Ngemela to the meeting in order to enable him hear what was transpiring there
.
On Ngemela`s arrival at the venue, Mbega told him: ``Ninety per cent of the questions asked here are levelled against you in respect of laxity in arresting a wave of crime in this district. Do you have anything to respond to the claims?``

Ngemela answered by saying, among other things, that the wave of crime in the district was a sign of prosperity among its people and that he was ready to leave the district if its people were not satisfied with his performance.

This drew heated booing from the audience, which forced the RC to intervene by telling him to sit down if he had no constructive explanation to his defence.

``As you have said that you are ready to leave this place, then I will immediately commence the process of bringing in another commander who will be able to restore peace among the people here,`` Mbega told the OCD amid thunderous ululation and applause.
