Jeune Afrique, the French weekly newsmagazine based in Tunisia, has ranked Kigali the fourth best city on the continent.
The rankings were based on observations of journalists and correspondents of the newsmagazine, which circulates widely on the continent and has a large readership in francophone Africa.
The criteria looked at housing (supply cost), access to basic services (water, sanitation, electricity), transport, structural facilities, safety, environmental and economic dynamism, availability and cost of consumer goods, provision of training (schools, higher education and vocational training), and cultural and recreational life (climate, parks, environment, etc.)
The top two cities on the continent are South Africa's Cape Town and Johannesburg, while Morocco's Casablanca is third and Kigali taking the fourth position.
Given the clean streets, safety, and beautiful views, it is not surprising that Kigali is ranked among the best cities on the continent. But there has been criticism in the past few years that the lacking entertainment industry makes it a boring city.
That, apparently, has improved considerably with new high-class nightspots, the first ever movie cinema and various top end hotels sprouting up in the city.
The Rwanda Development Board's Head of Tourism, Rica Rwigamba, says that her office wants to make the city the preferred tourist destination in Africa.
"The rankings show that anyone who is looking for a holiday destination on the continent and region is guaranteed of their money's worth in Rwanda and there are different tourist attractions around the country that give value for money," said Rwigamba.
Brooke Hammond, an expatriate new to city, agrees with the rankings, saying "Kigali is a very easy place to travel around, the way the city is laid out it easy to figure out, and because everywhere is so safe, it's easy to find a nice spot to go hang out. It's a good blend of traditional, authentic Rwandan culture and new, modern comforts."
International rankings of cities with the best quality of life provide, at the moment, little visibility to African cities, most of which obviously still struggle to compete with their European, American or Asian counterparts. Thus, only four African cities were in the top 100 in the world ranking of cities according to their quality of life, published in December 2012 by the U.S. firm Mercer: Port Louis, Mauritius (82nd), Cape Town (89th) and Johannesburg South Africa (94th), and Victoria, Seychelles (96th).
