The Ministry of Health has dismissed reports that Dr. Robert Candia of Arua Regional Referral Hospital was suspended, clarifying that the doctor remains on duty and continues to perform his responsibilities.

In a public statement issued on October 16, 2026, Permanent Secretary Dr. Diana Atwine said there had been misinformation regarding Dr. Candia's employment status following a widely publicized incident involving the State Minister for Health (General Duties), Anifa Kawooya.

“The Ministry of Health clarifies that Dr. Robert Candia of Arua Regional Referral Hospital has not been suspended and continues to perform his duties,” the statement reads.

The clarification comes amid growing debate within the health sector after the Uganda Medical Association (UMA) strongly condemned what it described as the summary suspension of the doctor and called for his immediate reinstatement.

However, the Ministry emphasized that no such disciplinary action has been taken and reiterated that all disciplinary matters involving public servants must follow established government procedures.

“Government of Uganda has established procedures for handling disciplinary matters and any such action must follow the applicable public service procedures,” the statement noted.

The Ministry also urged health workers across the country to maintain professionalism and remain focused on delivering essential healthcare services to the public.

“I encourage all health professionals to uphold the highest professional standards and remain focused on providing quality, uninterrupted healthcare to the millions of Ugandans who seek services at our health facilities,” Dr. Atwine stated.
