Uganda’s diplomatic community is still mourning the death of Santa Mary Laker Kinyera, the country’s Deputy High Commissioner to Rwanda, whose passing on Tuesday has left a notable gap in the foreign service.
Ambassador Kinyera died on March 3, 2026, at Mulago Specialised National Referral Hospital, where she had been receiving treatment for an undisclosed illness, according to the Ministry of Foreign Affairs.

The veteran diplomat had served Uganda for more than three decades, having joined the Ministry of Foreign Affairs in 1994 and rising through the ranks in several diplomatic assignments at home and abroad.

At the time of her death, she was serving as Uganda’s Deputy High Commissioner in Kigali, playing a role in advancing Uganda’s diplomatic engagement in the region. Over the years, she also worked on regional integration initiatives and contributed to negotiations that preceded the establishment of the East African Community treaty.

Her death has been described by government officials as a significant loss to Uganda’s diplomatic corps, particularly at a time when the country continues to strengthen its foreign relations within the region.

A funeral service for the late ambassador is scheduled to take place at Our Lady of Africa Church, Mbuya, before her body is later transported to Amuru District, where she will be laid to rest next week.
