The Uganda Law Society (ULS) has suspended all physical administrative operations at its headquarters, ULS House in Kololo, citing escalating security and political risks that it says threaten the safety of its staff, members and stakeholders. The directive took immediate effect on June 29, 2026, and remains in force until further notice.
In an executive order issued by the ULS Governing Council under the leadership of President Isaac Ssemakadde, the Society announced that all administrative departments will operate remotely as part of a business continuity strategy. The move follows previous ULS statements warning about the country's deteriorating security environment.
Despite the suspension of physical administrative services, the Society said essential legal services will continue uninterrupted through remote work arrangements. Departments including Finance and Administration, Human Resources, Members' Affairs, Communications, IT, Procurement and Professional Development will continue operating virtually.
The Legal Aid Project (LAP) has been exempted from the suspension and will continue offering in-person services both at ULS House and legal aid offices across Uganda. Clients will remain in contact with their assigned legal officers, while the Society plans to digitise case intake, case tracking and client communication over the next 12 months.
The ULS also confirmed that TechFest2026, its digital transformation initiative aimed at helping law firms transition to paperless operations, will proceed as scheduled.
The executive order was electronically signed by Acting Secretary Ssali Babu and Vice President Asiimwe Anthony on behalf of the ULS Council. The Society said it will continue monitoring the security situation before announcing when physical operations at its headquarters will resume.
