According to the Permanent Secretary of the Ministry of Foreign Affairs, Vincent Bagiire, the country currently has outstanding subscription arrears amounting to about UGX 80.3 billion, which has created challenges for Uganda’s delegations attending international meetings and conferences.

He revealed this in a meeting on March 5 2026, between the ministry of foreign affairs led by the permanent secretary of the ministry, Vincent Bagiire and the parliamentary public accounts committee chaired by Gorreth Namugga, member of parliament for Mawogola south.

The African Union reportedly flagged Uganda for non-compliance due to delayed payment of its membership contributions. Member states of the continental body are required to regularly pay subscription fees to support the organisation’s programmes and operations. Failure to meet these obligations can affect a country’s standing and participation within the union.

These subscription fees are financial contributions that member states are required to pay to international organizations and multilateral bodies in order to maintain full membership status and participation rights. Failure to clear such obligations can affect a country’s ability to fully engage in discussions, vote in decision making processes, or send representatives to key global forums.
