The Uganda Communications Commission (UCC) has launched a nationwide enforcement campaign targeting individuals and businesses operating public Wi-Fi hotspot services without the required licences, warning that illegal operators pose serious risks to consumers and the country's communications infrastructure.

In a public notice issued on July 7, 2026, the regulator said it will work with licensed Internet Service Providers (ISPs), telecommunications companies and relevant government agencies to identify and take action against unlicensed public Wi-Fi providers across the country.
According to UCC, the rapid growth in internet usage has created new opportunities for entrepreneurs to offer affordable public internet services. However, the Commission stressed that anyone providing internet services to the public must comply with Uganda's communications laws and obtain the necessary licences.
The regulator said investigations have revealed that several operators have been installing telecommunications equipment and providing public Wi-Fi hotspot services without regulatory approval, contrary to the Uganda Communications Act.
UCC warned that such illegal operations expose users to unreliable internet services, data privacy breaches and cybersecurity threats while also undermining the integrity of Uganda's communications infrastructure.
"Licensing internet service providers is more than just permission to operate. It requires adherence to strict quality standards, safeguarding consumer information, providing customer support and complying with cybersecurity regulations," the Commission said.
The Commission noted that licensed providers are required to meet regulatory standards that protect consumers and ensure reliable, secure and accountable internet services. By contrast, users of unlicensed networks may have limited protection if disputes arise or if their personal information is compromised.
As part of the enforcement exercise, UCC has directed individuals and businesses currently operating unauthorised public Wi-Fi services to regularise their operations immediately or cease offering the service.
The regulator also advised members of the public to access internet services only through licensed providers or their authorised agents. Consumers are encouraged to verify whether an internet service provider is licensed before connecting to public Wi-Fi networks and to report suspected illegal operators to UCC.
The crackdown forms part of broader efforts to strengthen consumer protection, improve cybersecurity and support a secure digital environment as Uganda continues expanding internet access and digital connectivity nationwide.
