More than 200,000 primary and secondary school learners in Uganda’s refugee-hosting districts are at risk of failing to complete the academic year due to a shortage of teachers caused by cuts in donor funding.

Speaking at an emergency meeting at the Office of the Prime Minister on October 6, Minister for Relief, Disaster Preparedness and Refugees Sam Engola said the crisis could severely affect learners preparing for PLE, UCE and UACE examinations.

About 1,500 teachers are at risk of going unpaid, while more than 1,000 humanitarian workers have already lost their jobs following funding cuts.

The affected districts include Yumbe, Adjumani, Moyo, Koboko, Terego, Kiryandongo, Kyegegwa, Kamwenge, Isingiro, Lamwo and Kikuube.

Education officials and UNHCR have called for urgent funding to keep teachers in classrooms, while the government works with development partners, including the World Bank, on a longer-term financing solution.

Uganda hosts more than two million refugees, mainly from South Sudan and the Democratic Republic of Congo. The funding crisis is threatening the delivery of essential services in several refugee-hosting communities.
